Role Overview:

The Human Resources Manager is a senior leadership role responsible for overseeing the organisation’s People & Culture function. The position ensures the development, implementation, and continuous improvement of human resource strategies that support workforce capability, compliance, employee engagement, and organisational objectives, particularly within a regulated disability and community services environment.

Duties:

• Develop, implement, and continuously improve human resource strategies, policies, and procedures to support organisational objectives and workforce capability.

• Provide strategic HR advice to senior management on workforce planning, organisational development, and employee engagement.

• Lead and manage the People & Culture function, including supervision, mentoring, and performance management of HR staff.

• Plan and manage workforce requirements, including staffing forecasts, succession planning, and resourcing strategies.

• Oversee end-to-end recruitment and selection processes to ensure the attraction and retention of skilled personnel in line with EEO and diversity principles.

• Manage employee relations and industrial relations matters, including grievances, disciplinary processes, and workplace investigations, ensuring compliance with employment legislation.

• Interpret and apply industrial awards, enterprise agreements, and the Fair Work Act 2009 (Cth), and provide guidance to management on employment obligations.

• Implement and oversee performance management systems aligned with organisational goals and service delivery outcomes.

• Identify workforce capability and skills gaps and develop training and development strategies to enhance employee performance and leadership capability.

• Develop, review, and maintain HR policies to ensure compliance with Fair Work, WHS, and NDIS regulatory requirements.

• Monitor organisational compliance with statutory obligations and oversee HR audits and reporting requirements.

• Prepare and present HR reports and workforce metrics to support strategic decision-making by senior management.

• Promote organisational values, diversity, and inclusion, including equitable employment opportunities for people with disabilities.

Skills and Experience:

• A bachelor’s degree in Human Resources, Business Administration, Management, Industrial Relations, or a closely related discipline (mandatory).

• A minimum of five (5) years’ relevant professional experience in a senior human resources or human resources management role (mandatory).

• Demonstrated experience in developing and implementing HR strategies, policies, and workforce planning initiatives within a medium to large organisation.

• Demonstrated knowledge and practical application of the Australian industrial relations framework, including the Fair Work Act 2009 (Cth), modern awards, and enterprise agreements (mandatory).

• Experience interpreting and applying modern awards relevant to the disability, community services, or human services sector (highly desirable).

• Experience operating in a highly regulated Australian service environment, with exposure to compliance frameworks such as NDIS (mandatory).

• Proven experience managing employee relations and industrial relations matters, including grievances, disciplinary processes, and workplace investigations.

• Experience overseeing end-to-end recruitment and talent management, including workforce planning and retention strategies.

• Sound understanding of Work Health and Safety (WHS) obligations and compliance requirements.
