Position Summary:

The Program Analyst (PA) supports RMC’s military customers and program personnel, including the Mission Assurance Assessment and Utility Assessment teams worldwide. In this role, the PA provides technical and operational coordination, training, and support to NSWC Dahlgren. Responsibilities include planning, organizing, and preparing information briefs and point papers on policies, procedures, and operations, as well as reviewing military headquarters plans for compliance with DoW directives. Additionally, the PA will gain experience in and the opportunity to work within specialty areas, including Law Enforcement, Critical Infrastructure Protection, Chemical, Biological, Radiological, Nuclear, and High-Yield Explosive protection, Antiterrorism, Physical Security, Information Sharing, Emergency Management, Supporting Infrastructure, Cybersecurity, and Communications as needed.

Essential Functions:

Planning, Coordinating, and Executing Assessments:

Support military customer in the coordination, preparation, research and execution of assessments, events, activities to support NSWC Dahlgren and its related programs and processes

Assist with event planning, meetings, and conferences, including maintaining a master event calendar or spreadsheet, collecting RSVPs, and coordinating with external stakeholders

Provide logistical and administrative support to personnel for domestic and international travel as needed

Schedule meetings with military installations

DOW Product Development and Mission Assurance Support:

Support military customer in the preparation and review of graphical, oral, written reports, briefs, and products for multiple programs encompassed within the Mission Assurance umbrella

Assist in the development and review of DoW reports and information papers, white papers, and position papers

Assist in the coordination of staffing and research for DoW initiatives

Draft briefs for internal and external use on various protection related topics

Edit, proofread, and fact-check various documents and reports

Participate in conferences, meetings, and other events, as needed

Sit-in on working groups to develop program awareness and subject matter expertise

Security Coordination

Assist RMC personnel in Common Access Card (CAC) processing

Assist RMC personnel gain access to NIPR and SIPR accounts

Serve as a member of the Security Coordination Team

Escorting RMC personnel onsite at NSWC Dahlgren

Access Defense Information Security System (DISS) and coordinate DISS data and/or security clearances as necessary for job requirements. Ensure the information in DISS is secured at the highest level. Keep DISS information confidential per the RMC Employee Non-Disclosure Agreement

Able to identify issues for management, perform needs-gap analysis, collect data to support conclusions

Strong work ethic and independence; effectively applies technical knowledge to solve problems

Receive and utilize feedback in a productive manner to enhance and fine-tune performance

Can identify, test, and utilize new tools to enhance organization, communication, and products

Proficient in Microsoft Office Suite and Software (Word, PowerPoint, Excel, Teams, etc) Requirements:

Education & Experience Requirements

Bachelor’s Degree

Minimum 1 year of work experience to include work-study, internships, or a combination thereof

Military service is a plus but not a requirement

Other Requirements:

Security Clearance: Must already obtain a DoD Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.

Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.

In-Person Role: This role requires 100% onsite support at NSWC Dahlgren and will work on secure networks and maintain access.

Ability to maintain and access NIPR/SIPR accounts is required

Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 25-35% of the time.

Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
