Development of Corporate Website for AB Rwanda PLC

1. Introduction
AB Rwanda Plc (AB Rwanda) invites qualified Interested companies to submit an Expression of Interest (EOI) for the design, development, and deployment of a modern, secure, and user-friendly corporate website. The website will be reflecting AB Rwanda’s brand identity and commitment to innovation in financial services.
2. Objectives of the Assignment
Enhance AB Rwanda’s digital presence with a responsive, multilingual website (English, French, and Kinyarwanda) with ability to add more.
Provide secure and seamless access to information on products, services, tariffs and corporate updates.
Integrate with online banking platforms (Loan calculator, etc.) and third-party services where applicable.
Ensure compliance with regulatory and cybersecurity standards in Rwanda’s banking sector.
Improve accessibility and user experience for diverse audiences.
3. Scope of Work (Indicative)
Website Design & Development: Modern UI/UX aligned with AB Rwanda’s brand guidelines.
Content Management System (CMS): Easy-to-use backend for content updates. This should not require any future pricing for components, plugins, and/or updates.
Integration: Linkages with online banking, Intumwa chatbot, customer support, fraud and social media.
Security: Implementation of best practices in data protection and cybersecurity.
Hosting & Maintenance: Recommendations for reliable hosting and ongoing support.
Training: Capacity building for AB Rwanda staff to manage the website.
4. Eligibility Criteria
Interested companies must demonstrate:
Proven experience in developing websites for banks or financial institutions.
Strong portfolio of secure, scalable, and responsive websites.
Knowledge of regulatory and compliance requirements in Rwanda.
Technical capacity (team qualifications, tools, and methodologies).
Financial stability and ability to deliver within agreed timelines.
5. Submission Requirements
Interested companies should submit:
Company profile and legal registration documents.
Relevant project references (minimum of 3 similar assignments).
Technical capacity statement (team composition, skills, certifications).
Preliminary approach/methodology for website development.

6. Evaluation Process
Stage 1: Review of EOIs to shortlist qualified companies.
Stage 2: Shortlisted companies will be invited to submit detailed proposals based on Terms of Reference (ToRs).
Stage 3: Final selection and contracting.
7. Submission Deadline
Expressions of Interest must be submitted electronically to no later than February 16th, 2026. Late submissions will not be considered.
