Job Description: Project Manager – Underground Storage Tank (UST) Installations & Permitting

We are seeking an experienced and detail-oriented Project Manager to support Underground Storage Tank (UST) construction, installation, and permitting efforts throughout our portfolio.

Position Summary

The Project Manager – Underground Storage Tank (UST) Installations & Permitting oversees the full lifecycle of UST construction projects—from planning, permitting, and regulatory coordination through installation, testing, commissioning, and closeout documentation. This role ensures all UST-related work is executed safely, compliantly, on schedule, and within budget.

The Project Manager works closely with the Director of Environmental Health & Safety (EHS) and serves as a primary liaison between regulatory agencies, subcontractors, vendors, and internal field teams. This position supervises project superintendents and field crews to ensure adherence to system design standards, safety requirements, and all applicable UST regulations.

Key Responsibilities

• Project Planning & Execution

Manage all phases of UST installation, replacement, removal, and upgrade projects, including scope development, scheduling, budgeting, and execution.

• Permitting & Regulatory Coordination

Coordinate and manage UST permitting activities with federal, state, and local regulatory agencies. Serve as the primary point of contact for inspections, approvals, and regulatory correspondence.

• Compliance & Quality Oversight

Ensure all UST work complies with EPA, state UST regulations, fire codes, environmental requirements, manufacturer standards, and internal company policies.

• Contractor & Field Team Management

Supervise project superintendents, contractors, subcontractors, and vendors. Ensure proper qualifications, certifications, and adherence to safety and quality standards.

• Safety & Environmental Leadership

Partner with the EHS Director to enforce OSHA regulations, environmental compliance, and company safety protocols. Promote a strong safety culture across all project sites.

• Inspections, Testing & Commissioning

Oversee system testing, inspections, commissioning activities, and regulatory sign-offs to ensure successful project completion.

• Documentation & Reporting

Maintain accurate project records including permits, inspection reports, testing results, and as-built documentation. Provide regular project updates, schedules, and budget reports to leadership.

• Cross-Functional Collaboration

Work closely with EHS, operations, facilities, construction teams, and external agencies to ensure alignment and timely project delivery.

Skills & Qualifications

5–10 years of project management experience, preferably in UST systems, fuel infrastructure, construction, environmental compliance, or regulated facilities

Strong working knowledge of UST regulations, permitting processes, and construction best practices

Proven experience managing contractors, field teams, schedules, and budgets

Ability to interpret engineering drawings, system designs, and regulatory requirements

Excellent organizational, communication, and problem-solving skills

Ability to manage multiple projects simultaneously across various locations

Preferred Qualifications

State UST licensing and/or manufacturer certifications

OSHA 10 and/or OSHA 30 certification

Experience working with EPA, state environmental agencies, fire marshals, or local authorities

Training, accommodations, and company support will be provided to obtain required licensing, certifications, and safety training if not already held.

Working Conditions

Regular travel to construction sites and operational locations

Work performed in office, field, and active construction environments
