Senior Registration Associate

Organizational Setting and Work Relationships

The Senior Registration Associate assists in the oversight of UNHCR's registration procedures as well as related activities in the operation. The Senior Registration Associate is normally supervised by the Registration Officer. The Senior Registration Associate assists with the implementation of an operation-specific registration strategy, to ensure that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.

The Senior Registration Associate provides day-to-day supervision and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Senior Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties

- Assist in the implementation of registration strategies and methodologies for populations of concern.

- Assist in the drafting and implement of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud.

- Assist in the implementation of procedures and systems for continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents.

- Supervise the daily running of the registration team activities, including monitoring staff performance, impacts and outputs.

- Establish linkages with protection units within the office and monitor the timely referral of persons with specific needs for protection follow-up.

- Assist in conducting regular data quality checks to monitor the accuracy of data collected.

- In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and other registration data reports on persons of concern.

- Contribute to training and internal capacity building of UNHCR staff in registration, including on-the-job coaching and guidance.

- Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards and policies and operation specific SOPs for all aspects of the registration operation.

- In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and ensure registration procedures are efficient and effective.

- Draft and submit reports and statistics related to registration.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

- Perform other related duties as required.

Desired Candidate Profile • Knowledge and experience of the working context of SO Mafraq such as working with refugees in camps and in host communities.

• Extensive experience in Registration processes under UNHCR’s mandate and a strong understanding of international protection standards.

• Experience conducting Registration, including interviewing and processing complex and sensitive cases, and reviewing Registration records for quality control.

• Demonstrated experience in leading/managing/overseeing teams, preferably in conducting registration activities is highly desirable.

• Ability to engage constructively with colleagues, partners, and government counterparts, with sound judgment and discretion.

• Extensive experience in utilizing IT software relevant to registration and documentation purposes (e.g., proGres, BIMs application, RAIS, etc.) Knowledge of Excel, Kobo and/or data management tools is a strong advantage.

• With the introduction of technology through the expansion of self-service kiosks in the camps and host communities, demonstrated knowledge and experience in overseeing the implementation of this technology is highly desirable.

• Strong organizational skills, with the ability to manage competing priorities in a dynamic operational environment.

• Demonstrated experience on how to use project management skills to contribute to successful outcomes for clients.

• Excellent proficiency in speaking and writing in both English and Arabic language is essential.

Operational context

Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

The Mafraq Sub-Office oversees the Zaatari Refugee Camp, Raba’a Al Sarhan Transit Centre, and host communities across the Mafraq governorate, serving approximately 105,000 registered refugees. From April 2026, the Mafraq Sub-Office will also oversee Garden Camp and host communities across the Irbid, Ajloun, and Jerash governorate, serving an additional 83,000 some registered refugees.

The Senior Registration Associate will be responsible for overseeing registration activities at Mafraq Sub-Office, primarily at Zaatari Camp Registration Center as needed and potentially with Registration Kiosks to be located in Mafraq, Irbid, Ajloun, and Jerash. The expansion of the self-service kiosks in camp and host communities would allow refugees to manage key aspects of their records efficiently, securely, and independently. The Senior Registration Associate is directly supervised by the Head of Sub-Office. The Senior Registration Associate is a managerial role which involves providing daily supervision, guidance, and support to UNHCR staff engaged in registration and related tasks, while monitoring the efficiency and quality of registration processes.

The Senior Registration Associate will ensure that all team members adhere to standard registration procedures, supervise ongoing registration activities, manage the scheduling of family interviews through various modalities, and oversee the appointment system. Additionally, the role manages the delegation of tasks and rotation within the team, the preparation of monthly reports, the quality checks on registration records and—particularly those related to specific needs, and the systematic use of the E-filing room structure to ensure timely digitization and uploading of documents.

The Senior Registration Associate works closely with Protection, administration, partners, and government entities to ensure the delivery of high-quality services to refugee populations. The Senior Registration Associate will also assist in the planning and organization of mobile registration missions and community helpdesks for remote areas.

The operational environment is dynamic, with a mix of office-based and field-based tasks within urban, rural, and camp settings. The position demands strong interpersonal skills, cultural sensitivity, and the ability to work in a multi-functional team under sometimes challenging conditions.

Excellent proficiency in speaking and writing in both English and Arabic language is essential.

Living and Working Conditions:

Mafraq: Mafraq Governorate in Jordan is located 80 km to the north from the capital Amman with total population 549,948 . Mafraq is categorized as (B) duty station.

Accommodation average rent at Mafraq Governorate is between 450- 500 USD for unfurnished apartment and between 700-850 USD for furnished apartment depending on the size of the property itself and number of bedrooms.

Mafraq has cold semi-arid climate. Summers are long, hot, dry, and clear while the winters are cold, windy, and partly cloudy over the course of the year.

International schools are not available in Mafraq, most of the available schools are governmental with few private Arabic schools.

Advanced medical services are available in Mafraq, providing needed medium medical treatments to the population. However, critical medical situation treatment is referred to Amman. UNHCR has signed a frame agreement with Sara Specialty Hospital in Mafraq to treat UNHCR patients and their dependents.
