As a Proposal Manager, you will oversee the entire proposal process for government solicitations, including RFPs, RFIs, Task Order Requests, and more.

What you will do:

Lead and oversee end-to-end federal and DoD proposal efforts, from pre-RFP planning and kickoff through final submission, ensuring compliance, quality, and on-time delivery.

Partner closely with Business Development and Capture leadership to shape proposal strategies, win themes, discriminators, and key messaging for competitive pursuits.

Analyze complex DoD and federal solicitations (RFPs, RFQs, RFIs) and drive development of compliance matrices, proposal architectures, schedules, and review plans.

Provide senior-level guidance and coaching to capture teams and SMEs on persuasive, customer-focused proposal writing, ensuring consistency, clarity, and responsiveness.

Plan, lead, and facilitate proposal governance activities, including kickoffs, solution reviews, color team reviews (Pink/Red/Gold), and executive briefings.

Drive solution alignment and strength statement development, ensuring proposed solutions address customer needs, risks, and evaluation criteria.

Manage proposal schedules, resources, risks, and deliverables, balancing multiple concurrent DoD and federal efforts in a deadline-driven environment.

Own proposal compliance, quality control, and final production, including coordination of reviews, approvals, and electronic submissions.

Maintain and continuously improve proposal libraries, templates, processes, and best practices, staying current with proposal tools, platforms, and industry standards.

What you will bring:

Bachelor’s degree in a related field (computer science, engineering, mathematics, business, or similar) with 4–6+ years of federal proposal management experience, or an equivalent combination of education, certification, and experience.

Strong knowledge of the Federal Acquisition Regulation (FAR) and DoD acquisition processes, with experience supporting RFIs, RFQs, and RFPs.

Proven experience managing end-to-end federal proposals, including kickoff, compliance matrix development, outlines/storyboards, color team reviews, and final submission.

Ability to analyze solicitations and develop proposal strategies, win themes, and discriminators aligned with DoD evaluation criteria (Section L/M).

Excellent writing, editing, verbal communication, and presentation skills, with the ability to translate technical input into compelling proposal content.

Proficiency in Microsoft Office and SharePoint, with experience using collaborative tools for proposal development and tracking.

Experience leading and coordinating cross-functional teams (SMEs, pricing, contracts, legal, graphics) in a deadline-driven environment.

Strong organizational skills, attention to detail, and ability to manage multiple concurrent proposals with minimal supervision.

Experience conducting proposal compliance reviews and supporting high-quality submissions to DoD and federal clients.

Resilience and professionalism in high-pressure environments, with a sense of humor to navigate tight deadlines.

It would be great if you also had:

Experience supervising junior employees and coordinating multiple proposal efforts simultaneously.

Familiarity with DoD acquisition processes, proposal requirements, and evaluation criteria.

Strong time management, organizational, and prioritization skills in a deadline-driven environment.

Demonstrated ability to multitask effectively, work in a fast-paced environment, and deliver high-quality, compliant proposal products under tight timelines.
