Purpose

The Fullstack Software Engineer Lead is responsible for managing a team of IT professionals to provide technological guidance, project delivery and product support for these applications. The incumbent will have at least 5 years of progressive IT experience, preferably in the financial industry, the ability to manage a team of technology-focused staff and the ability to manage multiple projects concurrently.

The incumbent should also have a strong Project Management & Technical Support background. To lead the team, the individual must thrive on challenge, be proactive and dynamic, and demonstrate initiative and eagerness to learn.

Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.

The incumbent is expected to function independently to ensure that the assigned tasks and project objectives are met. Accountable for managing assigned project and department budgets. Works closely with customers, Business Analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions.

Meets scheduled milestones to ensure project/program objectives are met in a timely manner, in compliance with IT Technology Roadmap and has an in-depth knowledge of the principles, theories, practices and techniques for managing the activities related to planning, managing and implementing software projects and programs using Agile Scrum and Kanban framework.

Provide technical lead to team on development, production, and user acceptance testing application support.

Negotiate IT project requirements such as scope, schedule, cost, resources, integration, change, quality, etc

Manage communication with all areas of the enterprise that impact scope, schedule, budget, risk & resources

Build strong working relationships with peers within business lines and partners

Participate in budgeting processes for department

Establish and champion quality improvement activities for the department

Accountable for managing assigned projects and department budgets

Participate in vendor product assessment and selection

Meeting scheduled milestones to ensure project objectives are met in a timely manner and are in compliance with the IT technology Roadmap as well as other Bank’s standards and/or external regulatory standards such as SOX

Manage the department and project recruitment, retention and staff performance.

Keep current on rapidly changing technological trends, self-teach new technologies and maintain an understanding of the Division’s business and technology strategies.

Provide overnight production support to assigned application when required

The incumbent is guided by Bank policy and receives general directions from the Director or VP.

Understand how the Bank’s risk appetite and risk culture should be incorporate into in day-to-day activities and decisions.

Actively pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML and ATF sanctions and conduct risk.

The incumbent must have a good understanding of business systems development and business analysis, with the ability to support key development as required

The incumbent must have excellent analytical, problem solving, and trouble shooting skills in order to develop and support systems to meet user requirements

The incumbent must be creative and flexible in identifying technical solutions to resolve business problems in a rapidly changing, demanding and complex business environment

Day-to-day decisions regarding approaches are handled independently by the incumbent

High degree of discretion and independent judgment to determine work priorities and approval of code delivery to UAT and Production

The incumbent must have a detailed understanding of the application systems he/she is responsible for

The incumbent must have good interpersonal and communication skills in order to deliver proposals, provide user support and interact with team members and other departments

A broad understanding and knowledge of the banking products, services, market trends, business lending, computer services, planning and control tools and organized structure

The incumbent is guided by Bank policy and receives general direction from the Technical Lead, Manager, Project Manager for the projects assigned

The incumbent is expected to function independently to ensure that the assigned tasks and project objectives are met

The Developer works with the agile team to support the Product Owner in refining the product backlog and prioritizing business value. The incumbent is required to work independently/autonomously within the parameters agreed upon by the development team

The incumbent is empowered and expected to own their solution, ensuring full integration and minimizing the impact of technical debt. Where issues are encountered, problem resolution is to be first discussed among the team. If required, proper escalation channels will be used

It is also expected that the incumbent will play a leadership role within the team, creating a positive work environment through coaching and encouragement in addition to providing their technical experience and advice with the rest of the team.

Education

Education/Experience

University or College Degree in Computer Science, Information Technology or related discipline

Exceptional written and oral communication skills

Strong project management skills, able to multi-task and manage concurrent projects

Strong leadership, mentoring, coaching and motivational skills.

Strong and demonstrated ability to build lasting relationships with key stakeholders

Strong vendor management skills, experience in negotiating contractual terms and managing offshore development teams.

Disciplined in development methodology and familiar with software development technologies and concepts

Excellent problem-solving skills, vision and innovative approach to computer-based solutions and ability to convey these ideas.

Must be flexible to adapt to a dynamic environment, make quick and sound decisions under pressure.

Must be reliable, pro-active, results-oriented, customer-focused and attentive to details

Experience leading/supervising teams of 10 or more, ability to motivate staff

Excellent time management and organizational skills in order to deliver projects in a timely manner and deal with conflicting priorities and tight deadlines.

Bilingual English/Spanish

Technical Skills

5+ years of full-stack development experience

Experience of developing enterprise, cloud native, message driven, test driven, reactive, containerized applications.

Must have 3 to 5 years of technical hands-on working experience with Object-Oriented Design, Design Patterns, Microservices, Domain-Driven API design and Service Oriented Architecture

Must have technical hands-on working experience with data modeling & Relational Databases (e.g., MS SQL Server & DB2)

Previous experience in banking industry/financial services is preferred

Experience with REST API design, React, NodeJS (productionizing NodeJS servers as well)

MS Azure, GCP or AWS, containerization & orchestration (Kubernetes, Docker),

Java 8, 11 & 17, Spring boot framework, Junit frameworks (Junit 5, Mockito), build tools and dependency management (Maven, Gradle), noSQL database, template management (Velocity), CI-CD Pipeline (Jenkins)

Technical hands-on working experience with automation and testing frameworks or tools such as Junit, Postman and Cucumber would be an asset.

Object Oriented and Functional Design

Familiar with software security tools like BlackDuck (vulnerabilities in JARs), Fortify (vulnerabilities/security issues in code), Webinspect (scan REST end points) and SonarQube (Junit coverage for code)

Strong knowledge of programming languages: Java 8+, Unix Shell Script, XML, YAML, JSON, SQL, Apache Velocity, Apache Groovy

Strong hands-on programming skills with popular developer utility tool suites like Eclipse/STS, JIRA/Bitbucket/Confluence, Git, Gradle/Maven

Proven experience in Agile methodologies, such as Scrum or Kanban.
