WHAT YOU WILL DO: The Program Specialist V performs advanced (senior-level) consultative services and technical assistance work.
Work involves planning, developing, evaluating, and implementing major agency program(s). You will also provide consultative services and technical assistance to program staff, government agencies, community organizations, or the public.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: * Prepare procurement documents such as Request for Applications, non-competitive procurement materials, and others as needed.
* Research, interpret, and analyze complex state and federal laws and regulations to determine their impact on program operations.
* Lead or assist in the preparation of administrative reports and reports for the Texas Legislature and federal agencies on the effectiveness of workforce programs.
* Promote the goals of TWC and workforce employment and training services at public meetings and interagency workgroups.
* Serve as a lead on implementation and ongoing management of complex program initiatives.
* Participate in and lead a wide variety of TWC grant application evaluation projects.
* Assist with department activities related to process improvement and business transformation.
* Assist with training staff on department operations, program operations and policies, and team responsibilities.
* Perform other duties as assigned.
YOU QUALIFY WITH: * Two years and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
* Relevant academic credits may be applied toward experience qualifications for this position.
YOU ARE A GREAT FIT WITH: * Exceptional writing and communication skills.
* Program or project management experience.
* A strong understanding of the principles of policy development and implementation.
* Excellent research and analytical skills, including the ability to gather, interpret, and analyze information from various sources and draw logical conclusions.

* Skill in managing multiple projects, meeting deadlines, and effectively prioritizing tasks.
