REPORTS TO: General Counsel/Vice President of Compliance
SUMMARY:
The Government Programs Compliance Specialist will be responsible for ensuring the organization
adheres to all relevant government contract, grant, and program requirements, laws, rules,
regulations, and internal policies, and otherwise supporting the organization, through compliance
monitoring and oversight. This individual will conduct, manage, and report to the General
Counsel/Vice President of Compliance on multiple functions and projects tasked to the Compliance
Department and assigned to the Government Programs Compliance Specialist.

ESSENTIAL FUNCTIONS:
Regulatory and program requirements expertise
• Maintains expertise in applicable laws, rules, regulations, standards, and guidelines impacting
the organization, its operations, and government contracts, grants and programs.
• Maintains a comprehensive knowledge of all government contract, grant, and program requirements
impacting the organization.
• Maintains a thorough knowledge of internal policies of the organization applicable to government
contracts, grants, and programs.
• Maintains and applies compliance requirements for third-party provider oversight under assigned
government contracts, grants, and programs.
Provider onboarding, eligibility screening, and training support
• Supports the development and upkeep of policies, processes, and procedures that define ongoing
collaboration between Human Coalition and third-party service providers.
• Ensures a documented eligibility screening process for third-party provider participation is
established, implemented, and consistently followed.
• Ensures orientation and training (initial and ongoing) of third-party service providers on
government contract, grant, and program requirements are conducted, documented, and kept current
with applicable program requirements.
Monitoring, internal audits, and corrective actions
• Monitors and manages government contract, grant, and program compliance requirements for the
oversight of third-party government program service providers.
• Assists with monitoring of third-party service provider compliance with government contract,
grant, and program compliance (e.g., program quality assurance; fiscal oversight; institution of
corrective action when necessary; etc.).
• Performs ongoing internal government contract, grant, and program compliance-related gap
analyses for the organization and its departments.
• Conducts periodic internal audits of the organization's and third-party service providers'
compliance with government contract, grant, and program requirements and applicable laws,
regulations, rules and internal policies.
• Escalates material risks, repeat findings, or suspected violations promptly to the General
Counsel/Vice President of Compliance with recommended next steps.
Controls design/testing and documentation
• Assists with the development and is responsible for the implementation of government contract,
grant, and program compliance programs and oversees compliance monitoring systems.
• Creates and maintains government contract, grant, and program compliance documentation,
processes, and practices.
• Establishes, tests, and utilizes appropriate compliance controls that are best suited for the
organization's needs and the requirements to which it must adhere.
Reporting, dashboards, and trend analysis
• Designs, builds, uses, and analyzes reports and dashboards to monitor compliance performance,
issues, trends, and corrective action status; communicate insights and recommendations to
Compliance leadership.
• Maintains reporting cadence and documentation to support audit readiness and leadership
visibility.
Cross-functional collaboration and agency engagement
• Assists departments with drafting internal policies, procedures, and processes.
• Works closely with the General Counsel/Vice President of Compliance to prioritize work, align
on risk posture, and escalate issues in a timely manner.
• Supports Government Programs staff with governmental agency engagement, documentation, and
Compliance-related communications as assigned.
• Builds strong cross-functional relationships to gather information, support adoption of
requirements, and drive a culture of compliance.
• Cultivates positive and productive relationships with departments and employees across the
organization.

MINIMUM QUALIFICATIONS:
• Passionately aligned with the mission and vision of Human Coalition.
• College degree in business, public administration, healthcare administration, technology, or
other related field.
• 4-6 years of experience with government contracts, grants, and programs and specific
requirements related thereto.
• 4-6 years of demonstrable experience in similar government programs compliance role.
• Advanced Excel (or equivalent), documentation control, audit workpapers, basic data analytics,
ticketing/workflow tools, and strong writing.
• Experience using technology to facilitate compliance functions.
• Internal control and audit experience.
• Demonstrated project management skills.
• Experience managing multiple projects in a fast-paced, high-volume environment.
• Track record of providing strong recommendations and/or solutions after identifying needs.
• Displays excellent analytical skills.
• Collaborative approach to gathering information and working with other departments.
PREFERRED QUALIFICATIONS:
Experience designing and testing internal controls.
• Experience with HIPAA compliance.
• CCEP, CHC, and/or CIA certification.
ENVIRONMENT:
• Availability to work flexible hours or travel minimally as needed to accommodate business needs
and deliverables.
• Must be able to work in a fast-pace team environment and handle multiple projects and
assignments under tight deadlines.
