GENERAL FUNCTION:

Internews is looking for a Project Assistant (PA) for a project aimed at strengthening citizen engagement in Madagascar, through the improvement of free and safe access to quality information, meeting the needs of Malagasy people.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following, with other duties upon request:

We are looking for a highly qualified Project Assistant. The PA support the project management team in the effective implementation of activities by ensuring administrative, financial, logistical, and performance indicator monitoring, in line with internal procedures and donor requirements. She/He is responsible for keeping proper supporting documentation for all transactions, collect and consolidate activity monitoring data and implementing Internews’ policies and procedures. She/He works closely with the Finance and Administration Manager and the Project Director to ensure the programmes are compliant at all levels of Funders’ rules and regulations.

KEY AREAS OF RESPONSIBILITY:

Finance and Accounting

• Ensure completeness of supporting documentations for payment

• Responsible for petty cash disbursements, replenishment and petty cash count.

• Maintains the cheque register and ensures all cheques are listed numerically and all posted in QuickBooks/relevant accounting system.

• Ensure bank and petty cash transactions are recorded on a daily basis.

• Ensures compliance with EU rules and regulations and other relevant donor stipulations for all financial processes.

• Ensure all procurements comply with competitive 3 quotes bidding.

Administration

• Take responsibility for the maintenance of all office equipment.

• Prepare and organize local workshops.

• Prepare payment request according to internal procedures of the organization

• Maintain an Inventory listing of all assets in the office.

• Support procurement process in line with the Internews polices as well as donor regulations.

Project Indicator Monitoring

• Collect and consolidate activity monitoring data.

• Update dashboards and monitoring tools.

• Assist in preparing technical and narrative reports.

• Contribute to analyzing results and identifying gaps.

• Support the project director in drafting reports to be sent to project partners and the donor

• Support the project director in drafting project monitoring and evaluation reports.

PERSON SPECIFICATION:

Skills, Knowledge and Competencies

• Excellent organizational skills; demonstrated ability to follow tasks through to completion.

• Self-starter; ability to work independently.

• Multi-tasker; capable of working on multiple projects at one time, often under pressure.

• Ability to keep accurate records and statistics.

• Attention to detail and a conscientious attitude.

• Awareness of administrative and financial regulations and how to apply them to daily workflows.

Education and Qualifications

• High School diploma or HSE; preference for college experience in accounting or administration.

• Excel and accounting software experience (essential) AND ERP Agresso experience (preferred).

• At least 3 years of operational/financial experience, preferably in a nonprofit environment, including working knowledge and experience with government funding sources and contracts.

• Solid knowledge of Madagascar legal requirements.

• Proficiency in French and Malagasy, good English working knowledge of English.

PHYSICAL DEMANDS and WORK ENVIRONMENT:

The physical demands and work environment described here are representative of those that must be met or may be encountered by an employee performing the essential functions of this job.

Specific vision abilities required by this job include normal color perception and close vision for use of computer terminal and reading printed and electronic materials. The noise level in the work environment is usually moderate. While performing the duties of this job, the employee is regularly exposed to the risk of radiation from regular exposure to computer VDTs.

Expected office hours are generally Monday through Friday from 8:30 am to 5:00 pm. Some evening meetings may be required.
