Role Description: The Program Manager, DMS Plant Maintenance, manages the implementation of the following programs or activities for the Department of Maintenance Services: Wastewater treatment equipment and process unit maintenance, asset reliability, and asset management.
Ensures the application of standard operating procedures (SOPs), standard safety procedures, and reliable and efficient maintenance of equipment and unit processes.
Reviews job plans, schedules, goals, and priorities; collaborates with staff to correct deficiencies; and recommend corrective actions.
Essential Duties & Responsibilities: * Ensures that the Department has adequate amount of critical equipment in service or on standby to meet EPA and other regulatory requirements.
* Monitors and implement procedures for maintenance of plant equipment and systems to optimize performance, improve efficiency, and cost effectiveness.
* Provides technical support and guidance in troubleshooting equipment and system problems.
* Develops and maintains a training programs for safety, precision maintenance, and reliability in accordance with DC Water's policies and best practices.
* Coordinates and tracks predictive, preventive, and corrective maintenance and ensure that maintenance activities: focus on Plant's priorities and asset reliability best practices.
* Develops and implements an O&M Quality Assurance Program to prolong useful life of wastewater process equipment and systems in accordance with the Authorities asset management program.
* Serves as a liaison in communicating needs with the operations, process engineering, construction managers, contractors, and equipment vendors at Blue Plains AWTP.
* Coordinates complex and multi-trade maintenance activities including contractors and safety elements.
* Identifies type and scope of work and develops work specifications, interfaces with vendors, contractors, and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.
* Performs field inspections of maintenance activities and observe performance tests.
* Develops Standard Operation Procedures (SOPs), train O&M staff, and monitor for new and existing systems.
* Ensures PM schedules and job plans are in place for new and existing equipment.
* Performs other duties and projects as assigned at the discretion of the Supervisor.
Supervisory Responsibilities: N/A Key Working Relationships: Interacts with officials throughout the Authority, other government and outside entities, and private consultants and contractors.
Skills & Qualifications: The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily.

Required Skills & Qualifications Required Experience: Five (5) years of progressive experience in project management or management in a wastewater treatment operations environment.
Extensive process equipment maintenance knowledge, including wastewater systems and ability to recommend and implement strategies to enhance quality, productivity, and cost-effectiveness.
Experience providing technical support and guidance in troubleshooting equipment and system issues, ensuring minimal downtime and efficient operations.
Experience in coordinating complex and multi-trade maintenance activities, including managing contractors and ensuring adherence to safety protocols.
Minimum Education Requirements: Bachelor's degree in Mechanical Engineering, or a related Engineering field from an accredited college or university or High School Diploma with fifteen (15) years of experience in wastewater treatment operations.
Required Skills: Excellent troubleshooting and problem-solving skills; knowledge of how processes and equipment are supposed to function.
Excellent human relations and communication skills, including listening, reading, oral and written communication skills.
Ability to interpret reports and process data, evaluate options, and recommend adjustments to processes as needed throughout the plant.
Ability to use engineering drawings and documents.
Ability to prepare technical reports.
Ability to organize, prioritize, schedule, direct, complete, and follow-up on work activities so that activities are completed within time and budget constraints.
Knowledge of applicable regulations, such as EPA and OSHA requirements.
Utilizes a personal computer and maintains a working knowledge of applicable software programs (i.e., CMMS (Maximo), word processing, spreadsheets, e-mail, etc.). Required Licenses & Certifications: Must acquire within 12 months and maintain current certification from Association of Maintenance Professionals (AMP) as Certified Maintenance Manager (CMM) or from the Society for Maintenance & Reliability Professionals (SMRP) as Certified Maintenance Reliability professional (CMRP) or equivalent certification.
Required Languages: English Physical Requirements: Although most work is performed under general office conditions, this position is subject to the following in the course of evaluating unit processes, construction, and modifications within the facility: * Indoor and/or outdoor environmental conditions that include exposure to extreme cold and hot temperatures.
* Atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dusts, mists, gasses, or poor ventilation that requires the use of appropriate personal protective equipment to mitigate these conditions.
* Exposure to a variety of hazards such as high voltage.
