Manager, Transportation performs highly responsible management work providing safe, reliable, and efficient transportation and on-demand service (i.e.

COTA//Plus) through the establishment of departmental goals, objectives, and day-to-day oversight of transportation operations staff.

Perform other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

ESSENTIAL JOB FUNCTIONS: * Recommend and enforce COTA and ADA & Safety compliance operational policies and practices to ensure safe, accessible, and reliable delivery of all transportation and on-demand services; * Maintain an awareness of all transportation and on-demand operational policy or practice changes and ensures impacted parties are aware of such changes; * Monitor and enhance street operations, on-time performance, customer service, and fleet reliability through reviewing daily reports and system efficiency data related to Bus Operators' and Supervisors' performance, ensuring improved and consistent daily service for customers; * Oversee the utilization of Rekor to monitor situations involving accidents, delays, police, and fire situations and take necessary action to continue street operations; * Develop and implement strategic planning to ensure appropriate response to emergency situations or contingency events that require service changes or modifications to ensure continuation of operations; * Develop and maintain a well-qualified workforce through the practice of sound general management principles including training, efficient work scheduling, performance monitoring, counseling and correction, and discipline, when necessary; * Document and track any disciplinary actions or accidents that occur; open or work with an investigation team as needed to resolve incidents; * Recommends to the Director of Transportation innovative programs to decrease lost time and heighten productivity of transportation personnel; * Assures that labor disputes are avoided or minimized through the fair and equitable interpretation and application of all contract provisions by meeting regularly with employees, counseling and or disciplining employees up to and including discharge in accordance with established rules and regulations; * Serves as first-step hearing officer during the grievance process; * Regular, predictable and punctual attendance required.

* Manage and monitor special events like sign-up and retraining sessions, Roadeo, Red, White and Boom, etc.; * Manage and schedule the Transportation Services Supervisors and Operators for assigned area; * Oversee and contribute to any critical decisions relevant to Transportation and On-Demand services and affected parties; * Ensure projects involving On-Demand Transportation Services are being delivered efficiently and on time; * Oversees and manages the complaint process (third party, customer complaints and internal) for services in the Transportation Department; * Foster and maintain a positive relationship with the operator union; ensure that MOA is understood and followed; * Manage and collaborate with current and potential third party, external vendors to improve systems and operational needs when necessary; * Oversees the utilization of Everbridge to send out relevant information to customers and stakeholders; * Works with other departments to update operations software (Via, Trapeze, etc.) to increase operational efficiency; * Monitors real-time reporting dashboards (i.e.

Via) and takes corrective actions as needed; * Serves as primary contact for multiple municipalities to address concerns, provide feedback, plan service requirements, and provide updates on the overall status of the On-Demand system.

* Processes payroll information as needed; * Supervises and provides leadership for their staff.

Takes corrective action as necessary, on a timely basis, and in accordance with policy; and * Performs other duties as assigned.

MINIMUM EDUCATION & EXPERIENCE REQUIRED: * Requires a Bachelor's Degree in Business Management or related field and seven (7) years' experience in transportation management, supervision, and administration.

An equivalent combination of education and experience in business or public administration will also be considered.
