The Ohio Attorney General’s Office is currently seeking a Senior Human Resources Analyst to join our Human Resources Section. The Senior Human Resources Analyst provides operational oversight and subject matter expertise across core HR functions, with a strong focus on position control, data integrity, recruitment, and compliance. This role ensures accurate and compliant use of the Human Resources System (HRS), Ohio Hiring Management System (OHMS), and OAKS HR, including auditing data, resolving system issues, and responding to DAS inquiries. The position manages job postings and hiring activities for assigned units and serves as a senior resource for HR staff, providing guidance on policy interpretation, processes, and best practices, as well as planned supervision of the HR Associate and support to HR Hiring Analysts

In addition, the Senior Human Resources Analyst coordinates and oversees key HR programs and initiatives, including the New Graduate Attorney Onboarding Program, student internship and externship programs, performance evaluation cycles, and recruitment outreach efforts such as career fairs and campus partnerships. The role supports agency-wide training, prepares reports and public records responses, and serves as backup for general HR functions such as background checks, drug testing, payroll, and benefits administration as needed. The position participates in agency committees, strategic initiatives, and technology enhancements, contributing to continuous improvement of HR programs and providing policy guidance to managers, employees, and external stakeholders.

This position will work a hybrid in-person/remote schedule and there may be changes to this schedule based on training and operational needs. The headquarter location is 30 E. Broad St. Columbus, Ohio.

Essential Job Duties:

Provide oversight of HR operations including position control, ensuring alignment with organizational structure, budgeted staffing levels, and compliance with state policies and procedures.

Ensure accuracy, integrity, and compliance of HR data and systems, including auditing entries, resolving errors, and serving as a subject matter expert for HRS, OAKS HR, and OHMS.

Manage and support recruitment and hiring processes for assigned units, including job postings, applicant review, onboarding coordination, and system support.

Serve as a senior HR resource and provide functional guidance, including planned supervision of the HR Associate and support to HR Hiring Analysts through policy interpretation, process support, and training.

Coordinate and oversee key HR programs, including performance evaluation cycles, onboarding initiatives (such as the New Graduate Attorney Onboarding Program), and student internship and externship programs.

Support recruitment outreach and talent pipeline efforts, including career fairs, campus partnerships, and guidance to agency units on sourcing and networking strategies.

Prepare HR-related reports, correspondence, and public records responses, ensuring accuracy and timeliness.

Provide HR policy guidance and consultation to managers, employees, and external stakeholders.

Participate in agency-wide initiatives, committees, and HR technology enhancements, contributing to continuous improvement of HR processes and programs.

Serve as backup for general HR functions as needed, including background checks, drug testing coordination, new hires, separations, and payroll support.

Minimum Qualifications

Bachelor’s degree in Human Resources, Business/Public Administration, or a related field or an equivalent combination of education and relevant experience.

2 years experience in Human Resources, preferably with demonstrated work in HR operations such as recruitment, onboarding, HR systems, and compliance.

Demonstrated ability to evaluate, improve, and support HR processes or programs, including identifying efficiencies and implementing improvements.

Experience working with an HR information system (HRIS) to enter, review, or maintain employee data.

Ability to provide guidance and support to managers and employees on HR processes and best practices.

Strong attention to detail, analytical and organizational skills

Preferred Qualifications

Experience in public-sector or government HR, including familiarity with DAS processes, civil service rules, or union environments.

Advanced HRIS experience, including data audits, reporting, troubleshooting, or system enhancements.

Experience leading or coordinating HR initiatives or programs, such as performance management cycles, onboarding programs, internships/externships, or training.

Experience supporting recruitment strategy or workforce planning.

Professional HR certification (PHR, SPHR, SHRM-CP/SCP).

Strong Excel or data analysis skills for reporting and compliance tracking.
