Position Description
ATSG is presently identifying candidates for the following position: Deputy Program Manager with an active Secret security clearance to join the ATSG Project Management Office’s (PMO) In-Country Support Office (ICSO) team to work in partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Programs (WHP) - Dominican Republic Task Order. The Deputy Program Manager (DPM) will serve as the ICSO’s lead and is ultimately responsible for the direct supervision of ATSG's Third Party Contractor (TPC) efforts and Task Order operations including contract performance, scheduling, and quality assurance. WHP is a large and sophisticated multilateral security effort, providing funding for the USG to assist the governments of WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
Duties and Responsibilities
Overall responsibility for in-country business and program operations
Develop strong rapport with local INL COR, ATSG WHP Program Manager, and ATSG task order employees; manage expectations and build a trusted relationship
Promote ATSG supporting role on the task order provide support to COR/PMs that encourages continuous and consistent contract growth
Evaluate operational risk vs. reward and make sound decisions on task order requirements
Encourage TPCs to develop/implement innovative methods and practices in support of the INL mission
Maintain ATSG’s operations license and other business permits with local government and laws
Enforce ATSG’s expectations, rules, and policies
Participate in meetings with WHP Program Manager and ATSG Leadership
Implement/Rejuvenate clear, concise country and ICSO SOPs
Conduct regular Operational Budget Management and Reporting
Consult local legal counsel to ensure compliance with country’s laws, regulations, and mandates
Manage/Engage all stakeholders to identify trends and forecast new requirements
Supervise all assigned TPCs supporting INL and ICSO Staff
Recruit candidates to fill new positions created during task order modifications
Partner with local Immigration Office, INL, and U.S. Embassy for visas and work permits for USN and TCN TPCs
Own new employee onboarding process
Own language requirements process for incumbent personnel and new hires
Conduct regular reporting as required on task order
Conduct training for incumbent personnel and new hires on policy changes and updates
Track personnel Security Clearances, MRPTs, and RSOs through ATSG FSO or local RSO
Conduct recalls of all assigned personnel to disseminate pertinent information in the event of a contingency or emergency; maintain 24/7/365 accountability of all personnel during contingency and/or emergency operations
Conduct emergency action procedures for all personnel as directed during contingency/emergency operations
Minimum Qualifications
Must be an U.S. citizen
Must possess a Secret clearance at the time of application
FSI level 4/4 English
FSI level 3/3 Spanish
Bachelor’s degree from an accredited university
Five (5) years of project/program management experience, international law enforcement, and/or criminal justice assistance
Eight (8) years of professional experience as a manager
Ability to effectively lead a diverse team via in-person and remote/virtual management
Demonstrated ability to establish and maintain effective, professional relationships and provide excellent customer service
Advance technical writing skills
Demonstrated ability to effectively share knowledge
Strong organization and interpersonal skills with excellent oral and written communication skills working with all levels of internal/external stakeholders
Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times, while maintaining a high degree of quality of work product
Experience in producing, maintaining, implementing, and enforcing a Quality Control Plan, Risk Management Plan, program data tracking tools, situation reports, project schedules, etc.
Demonstrated proficiency in computer and web-based applications including Microsoft Office Suite and Adobe Acrobat
Preferred Qualifications
Knowledge of U.S. Embassy organization and familiarity with program, organization, and operation of other U.S. agencies involved with INL
At least three (3) years of OCONUS project/program management experience
Previous U.S. government experience.
Previous experience working in HR is desirable.
