invites applications from suitably qualified persons to fill the following position:

AIR NAVIGATION SERVICES (ANS) - SAFETY OFFICER

(Air Traffic Management Specialization)

(SAFETY & COMPLIANCE DEPARTMENT)

JOB SUMMARY

Reporting to the ANS Safety Manager the incumbent uses routine and or specialized procedures, established standards and protocols to ensure that the services and products of the Air Navigation Services Division conform to established safety requirements. S/he contributes to the development, implementation of systems for managing the quality and safety performance of Divisional units.

QUALIFICATIONS AND EXPERIENCE

Bachelor of Science Degree from an accredited tertiary institution

Certification in two or more of the following areas - Quality Management System, Safety Management System, Incident Investigations and Risk Management - Risk Assessment Techniques

Five (5) years practical experience in an Air Navigation Service discipline with particular emphasis in Air Traffic Control Systems

Hold or have held a valid Air Traffic Control Licence and completed all requisite training for the issue of an Approach or En-Route Surveillance Rating.

KEY TECHNICAL COMPETENCIES

Sound knowledge of the Civil Aviation Act of Jamaica and the Jamaica Civil Aviation Regulations

Sound knowledge of relevant ICAO Annexes 1, 2, 3, 10, 11,13,14,15,19

and ICAO Documents 4444, 9859, 9870 and 9426

Sound knowledge of tools, concepts and methodologies of quality and safety management systems.

Sound knowledge of productivity software to include word processing, spreadsheet, database, presentation and meeting tools

Working knowledge of Air Navigation Services Automated Systems inclusive of ground-based and satellite-based systems

Sound knowledge of air traffic management

KEY NON-TECHNICAL COMPETENCIES

Sound analytical and problem-solving skills including the ability to identify cause and effect relationships in the review of complex technical data and using available information and resources to resolve pressing issues

Sound judgement and decision-making skills

Good interpersonal skills including tact, diplomacy and flexibility to work effectively with management, non-management and external agencies in the carrying out of duties

Ability to prioritize assignments, follow-through to complete work in a timely manner

Ability to work independently as well as part of a team

Attentive to details with a good degree of accuracy

Ability to communicate effectively both orally and in writing

DUTIES AND RESPONSIBILITIES

Conduct routine safety audits, surveys, and reviews of departmental activities within the Air Navigation Service Division to include site visits to offsite equipment and towers.

Maintain up-to-date databases of hazards, risk profiles, compliance issues and resolution strategies undertaken.

Implement risk monitoring and assessment mechanisms for the identification of hazards, risk(s) and activities leading to potential or actual breaches within the Division.

Monitor corrective action programs for timely and appropriate implementation of recommended/agreed resolution

Report immediately to the Safety Manager all identified hazards, risks and critical compliance issues for resolution.

Participate in the conduct of incident investigations and risk assessment exercises as required

Assist in the drafting of impact assessments relating to safety events, incidents, queries, and complaints.

Assist with the documentation of operational processes as required and to maintain familiarity with the operational activities of Air Navigation Services Division in general and the Air Traffic Management Departmental (ATM) operations in particular.

Frequently scan the ATM operational environment for those human and operational factors influencing alertness and safety behaviour of operatives as specified in the Safety and Compliance Manual.

Keeps abreast of relevant industry publications such as CARs, ICAO Annexes, SARPs, supplementary documents, local and international standards for adoption in the execution of duties.

Conduct safety promotion sessions as scheduled.

Provide support as required in the preparation of evidentiary compliance materials for submission to the Regulatory Agents.

Submit monthly and ad hoc activity as well as safety audit reports indicating trends and recommendations to the ANS Safety Manager Perform any other related duties which may be assigned from time-to-time.
