Office of Legal & Acquisition Services (OLAS)

The Bureau of State Hearings (BSH) handles appeals from individuals who disagree with decisions made about their public benefits. We make sure every person has a chance to present their case and receive a clear, timely decision regarding their appeal. BSH serves individuals who receive Medicaid, Supplemental Nutrition Assistance Program (SNAP), Ohio Works First, Child Care, Child Support, Adoption Assistance, and Prevention Retention and Contingency. What You Will Do

Plan, evaluate, and direct one component of a human services program (i.e., oversees administrative services necessary to support core functions of Bureau of State Hearings) and supervise staff assigned to one unit: oversees pre-hearing resolution for human services program hearings (e.g., 88 State of Ohio counties; Child Support Enforcement Agencies [CSEAs]; Public Children Services Agencies [PCSAs]; third party agencies).

Formulate procedures and initiate processes to ensure accuracy of information entered by staff into the Hearing and Appeals Tracking System (HATS X).

Monitor staff compliance with established rules and guidelines (e.g., entry procedures; scheduling procedures; production reports).

Collect data (e.g., daily and weekly for incoming hearing requests, changes, and dispositions) and generates reports.

Provide technical assistance, training, and direction to Bureau of State Hearings staff on HATS X related training and technical assistance issues.

Provide supervisory coverage for other Bureau of State Hearings administrative support units (i.e., Request Initiation and Customer Support) as needed.

Supervise assigned staff (e.g., assign work and provide direction; make recommendations for hire; review work and provide feedback; establish employee goals; conduct performance evaluations; monitor and evaluate staff performance; approve/disapprove requests for leave; recommend disciplinary action; conduct staff meetings; encourages staff development).

Perform other related duties as assigned (e.g., participate and conduct staff meetings; travel for trainings and meetings; operate personal computer to produce correspondence, reports, and other documents; maintain logs, records, and files). Schedule: Full-time

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Travel: Occasional travel within the state of Ohio.

Qualifications

The ideal candidate, at minimum, must have the following:

Option 1:

Completion of undergraduate core program in social or behavioral science or pre-medicine. AND

12 mos. exp. in delivery of social services or medical assistance in governmental, community or private human support services agency or medical provider. Option 2:

Completion of graduate core program in social or behavioral science or medicine-related field. AND

6 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider. Option 3:

Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohio's E1 Pay Schedule, Pay Range 12 . Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $32.35 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
