CLASSIFICATION: Driver Groundworker A

GRADE: Bargaining DGA

RATE OF PAY: $36.83 per hour

PLACE OF WORK: Electric Distribution Building, 80 S Franklin St

HOURS OF WORK: General hours 7:00 AM - 3:00 PM, Monday-Friday

Subject to change seasonally or by department needs

POSITION SUMMARY

Work involves a variety of truck driving, equipment operating, inventory, ground assistance, traffic regulation, and other related duties as assigned or directed primarily within the Borough's streets and Rights of way.

ESSENTIAL FUNCTIONS OF JOB

Perform various truck driving, equipment operating, inventory, ground assistance, traffic regulation, and other related duties as assigned or directed;

Assist lineworkers by operating hydraulic and other equipment on the ground, selecting and dispatching tools, parts, materials to lineworkers, and performing other necessary ground support;

Operate trucks and other essential equipment; haul trailers, poles, and other construction materials; work from checklist to insure proper inventory of necessary materials required for specific job and truck and equipment maintenance;

Anticipate lineworker's requirements. Perform ground assembly of parts and materials as an assist to lineworkers. Carefully dispense and stow away protective insulating blankets and coverings;

Load and unload trucks and trailers. Set up cones, flags and other work zone warning devices, safely direct traffic as needed;

Assist in pole erection, dig holes, shovel/tamp fill materials; install ground rods, feed cable, pull spacers, rig transformers, and other heavy items;

Maintain work area and equipment in prescribed condition;

Initiate request for needed materials and tools. Practice good housekeeping;

Ensure proper protection of work areas especially during catastrophes and other emergencies;

Practice and observe safety regulations, keep abreast of and trained in essential first aid and lifesaving practices. Wear protective clothing and equipment;

Must detect and report to proper supervision any unusual conditions, malfunctions, or operating difficulties;

Climb poles occasionally and operate aerial lift devices as training for advancement. Work from ladders. Learn to operate digger derrick to set poles and equipment;

Subject to scheduled and unscheduled overtime including emergency calls;

Perform other duties as assigned or directed; assist fellow personnel with their duties to best of abilities. REQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES)

Ability to learn and follow Borough policies, rules, procedures, and regulations;

Knowledge of the basic principles and practices of system operation to perform all duties as assigned;

Ability to use of arithmetic, decimals and fractions; simple use of charts, reports, records maintenance and operational adjustment procedures for electric equipment, electrical and pilot operated control systems;

Ability to perform a variety of operations and repair work on electric department related equipment;

Ability of diversified driving, equipment operation, assembling, inventorying, and related duties requiring the use of judgment to perform all duties within limitation of standard or recognized methods and procedures;

Ability to identify when unusual operating problems occur;

Ability to perform heavy physical labor;

Ability to maintain safe work practices and safety regulations;

Must maintain work areas and tools in proper conditions and according to approved safety practices.

Must safely operate Borough vehicles and equipment as needed to perform duties including trucks, trailers, aerial man lift, forklift, loader, etc.;

Must understand and carry out verbal and written instructions successfully. Ability to retain and repeat what is taught;

Must have basic principles and practices of electric department operations;

Must continue to build upon existing knowledge base in all aspects of the job. Progression to higher level jobs and responsibilities as part of the team is expected;

Must have basic computer skills;

Must establish and maintain effective working relationships with department employees, other Borough officials, contractors, and the general public; good judgment; good physical condition to complete all job tasks;

Must possess good communication, interpersonal, and customer service skills to communicate effectively in a professional manner with co-workers and the general public;

Must detect and report any unusual conditions to supervisors or applicable authorities;

Must be available for call-out during emergencies, stand-by duty, overtime and to work various, possibly unusual shifts, weekends, evening, and holidays when needed/assigned. POSITION PROGRESSION

Through experience and training, work to develop moderate level abilities in working with all applicable job duties in order to achieve advancement through the lineworker ranks. Must progress to Lineworker C and continue to progress up to Lineworker A. May climb poles occasionally and perform other basic lineworker tasks as training for advancement. May progress to higher level(s) quicker upon initial verification of incoming skills and experience.

QUALIFICATIONS

Education:

High school diploma or equivalent;

Must have current CPR accreditation or obtain within six (6) months;

Must have successfully completed experience with on the job training equivalent to six months of: Electrical Driver Groundworker B;

In addition to or lieu of work experience, documentation of significant dedicated Electrical Lineworker training. Preferred: None

Experience:

Minimum 1 - 2 years applicable work in related field preferred. Consideration will be given to a minimum of 1 year of Communication lineworker experience with significant bucket and/or Digger Derrick time. Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

WORK AUTHORIZATION/SECURITY CLEARANCES

Must be legally authorized to work in the United States and maintain required clearances to hold a position at the Chambersburg Borough.

ADDITIONAL ELIGIBILITY REQUIREMENTS

Incumbent must have and maintain a valid motor vehicles license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter.

Must reside within forty-five (45) driving miles of the corporate limits of the Borough of Chambersburg within one (1) year of the hire date as their bona fide primary residence and continue to reside within that area while employed.

Must have or obtain a Pennsylvania Motor Vehicle Operations License Class A with Air Brake endorsement prior to the end of the probationary period.

The employee must occasionally visit and inspect facilities that are accessible only by uneven paths of travel, ladders, stairways, and confined spaces, which may expose the employee to potential hazards. Work may be performed alone, with frequent interruptions, and involves responding to requests from internal organization stakeholders as well as the community.

TRAVEL REQUIRED

Frequent travel to and from Borough facilities and within Borough boundaries.
