The Public Works Solid Waste Division is seeking a SCADA & Database Systems Administrator to join our dedicated team. This is a unique opportunity to combine your expertise in Supervisory Control and Data Acquisition (SCADA) systems with strong database administration skills to support critical infrastructure and environmental compliance.

While direct SCADA experience is required, we understand that SCADA systems often overlap with other technical fields. If you have worked with industrial automation, process control, web development or instrumentation systems-and you bring strong database administration skills-we encourage you to apply. Experience in water or wastewater operations, or holding SCADA certification in those fields, is also highly valued.

We provide additional training and support to help you deepen your SCADA expertise and succeed in this role.

What You'll Do

Manage and maintain SCADA systems to ensure accurate, real-time monitoring and control of Solid Waste operations.

Administer and optimize databases for regulatory reporting, operational analytics, and cloud-based applications.

Develop and maintain custom web applications and dashboards to improve data accessibility and decision-making.

Collaborate with engineers, operators, and IT professionals to ensure system reliability and compliance with environmental standards.

What We're Looking For

Proven experience with SCADA platforms such as Rockwell FactoryTalk View Studio and Historian.

Knowledge of PLC systems (MicroLogix/ControlLogix).

Strong skills in SQL Server administration, SSRS reporting, database optimization, and technical documentation.

Familiarity with Win-911, asp.net, and C# programming.

A collaborative mindset and ability to communicate technical concepts to non-technical stakeholders both verbally and in the development of SOPs.

The Solid Waste Division oversees the disposal of garbage, hazardous materials, and recycling throughout Snohomish County. With three full-service facilities and an additional four neighborhood and special items facilities, the Division is focused on:

Job Duties

BASIC FUNCTION

The SCADA Systems Administrator is responsible for all aspects of support, maintenance and operation of the Solid Waste Division's Supervisory Control and Data Acquisition (SCADA) systems and related technologies or programs, ensuring accurate and timely capture of operational and mandated data to support Solid Waste division tasks.

STATEMENT OF ESSENTIAL JOB DUTIES

Manages and supports Programable Logic Controllers (PLC), Human Machine Interface (HMI) and Supervisory Control and Data Acquisition (SCADA) services and related components throughout Solid Waste; includes identifying, maintaining, troubleshooting, repairing, and modifying the SCADA system.

Installs, maintains, troubleshoots, and adjusts PLC and SCADA software to ensure safe, efficient operation of equipment.

Programs, maintains, edits, and troubleshoots various databases and related applications or issues to ensure Team accessibility and integrity of regulatory data; includes programming of web-based applications, SQL server administration and utilizing a variety of reporting tools to convey information.

Documents SCADA and Solid Waste technology systems, procedures, and applications including but not limited to code documentation, software updates and installations, troubleshooting, work orders, as-builts, and Standard Operating Procedures (SOP's).

Supports physical and virtual servers housing SCADA related and scale automation or auto-processing related components.

Serves as a systems liaison between the Environmental Services Section (ESS) and accounting staff, Department of Information Technology, and/or data processing consultants on systems operations issues; controls system security, communicates in verbal or written form to define issues; develops change requests; assists with system administration and system training.

Provides primary technology support for Solid Waste division operations.

Calibrates and documents process instrumentation.

Participates in the design of advanced electrical and electronic systems including documenting specifications, plans, and standard operating procedures (SOP). Reviews electrical and electronic systems designed by consultants for technical adequacy; makes periodic inspections of contractor's work to ensure installations are constructed according to plans and specifications. Interprets blueprints, sketches, and other instructions; may draw or sketch work to be performed.

Works with electricians to troubleshoot hardware, software, and peripheral components of Solid Waste division's specialty equipment.

Procures equipment, materials, parts and supplies; conducts research into the technical aspects of machinery and equipment. Provides purchase request information and justification as needed; reviews purchase specifications as required.

Creates reports to support ESS activities.

Supports all hardware, software and peripheral components of the Solid Waste scale automation and auto-processing system.STATEMENT OF OTHER JOB DUTIES

Performs other duties as assigned.

Minimum Qualifications

Two (2) years of higher education / technical training in SCADA and instrumentation or industrial automation processing; PLUS, two (2) years of related SCADA systems experience, preferably in solid waste or wastewater treatment; OR, any equivalent combination of education and/or experience which provides the required knowledge and abilities. Must pass job related tests.

SPECIAL REQUIREMENTS

A valid Washington State Driver's License is required for employment.

Possession or ability to obtain a valid First Aid/CPR Card is required within six (6) months of employment.

Possession of or ability to obtain forty (40) hour certification in Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within six (6) months of employment. Must maintain valid forty (40) hour HAZWOPER training certification while in position.

Possession or ability to obtain confined space entry certification within six (6) months of employment. Must maintain valid confined space entry certification while in position.

SUPERVISION

The employee works independently, with minimal supervision. Work is reviewed through status reports, staff meetings, work products and results obtained which may be spot checked for technical standardization, and conformance with design plans and specifications.

WORKING CONDITIONS

The work is generally performed in an office environment and occasionally outside in all types of inclement weather conditions at solid waste disposal sites throughout Snohomish County.

Work in this class may involve rotating shift assignments and requires employees to work evenings, weekends, holidays, and overtime as required.
