Role Responsibilities

The Strategic Data, Analytics and Business Services Division within the Ministry of Assisted Living and Social Services (ALSS) is seeking two leaders to serve as Director, Analytics and Director, Forecasting. The two positions will lead the Division’s analytics and business intelligence strategies, projects, and practices, ensuring that evidence-informed insights drive policy, funding, and service delivery decisions across Alberta.

Director, Analytics - Key Responsibilities:

Direct a team of 3 managers and 8-10 professionals, managing an operating budget of over $1M.

Champion a cultural shift toward evidence-informed decision-making across ALSS.

Privacy & Compliance

Serve as the delegated HIA Privacy Officer, overseeing compliance, audits, training, and reporting.

Authorize data sharing/linkage agreements and ensure statutory compliance.

Oversee provincial-scale analytics outputs that inform policy, funding, and accountability for Assisted Living programs.

Direct development of advanced statistical and economic models to forecast demand and simulate program impacts.

Lead the development and maintenance of the ministry’s data warehouse and web-based information portal.

Ensure delivery of dashboards, reports, and information products that drive operational and strategic decisions.

Governance & Advisory

Provide expertise and strategic advice to the Executive Team, governance committees, and steering committees.

Prepare official forecasts aligned with Treasury Board schedules and release performance measures for Assisted Living programs.

Director, Forecasting – Key Responsibilities:

Leadership & Oversight

Direct the work of 2 managers and 10 professionals, managing an operating budget exceeding $1M.

Oversee department-wide analytics and business intelligence projects aligned with ministry and government-wide strategies.

Forecasting & Accountability

Approve and issue all official ALSS forecasts, performance indicators, and scenario releases.

Ensure integrity, privacy, and compliance with ATIA, FOIP, and HIA legislation.

Strategic Development

Lead consultations to assess current state, define future state, and develop strategies for evidence-informed decision-making.

Champion a cultural shift toward analytics-driven policy and operations.

Advanced Analytics

Direct the development of statistical, economic, and forecasting models to predict demand and simulate program impacts.

Oversee cross-ministry data integration initiatives to evaluate client outcomes and service transitions.

Lead the development and maintenance of the ministry’s data warehouse and information portal.

Ensure delivery of dashboards, reports, and information products that inform operational and strategic decisions.

Capacity Building

Deliver training and ongoing support to build ministry capacity in analytics.

Lead communications and change management initiatives to foster adoption of business intelligence tools.

University graduation in a related field, supplemented by six (6) years related experience.

Related experience or education may be considered as an equivalency on a one for one basis.

Demonstrated knowledge of database structures, data warehouse architecture, and business intelligence tools including OLAP and data visualization software.

Proven experience leading managers and professional staff on cross-functional teams.

Experience developing analytics strategies, presenting plans, and advising Executive leadership.

Demonstrated knowledge of privacy legislation (ATIA, FOIP, HIA) to ensure secure, compliant data use in reporting and analytics.
