Description

This position is responsible for the management and administration of all work involving the construction, maintenance and operation of all City of Bloomington buildings. The Facility Manager recommends contracts with vendors necessary to maintain and operate all City/Municipal buildings and assigns maintenance, custodial and professional staff from City departments to sites and projects requiring their expertise. This position develops and recommends budget proposals and approves budgeted expenditures for the proper maintenance of City/Municipal buildings. The Facility Manager oversees energy management systems and works to ensure the highest energy efficiency of buildings and mechanical systems. The Manager develops and maintains an accurate inventory of buildings, building systems and building maintenance to preserve and prolong City assets. This position supervises, develops and evaluates a staff of two employees.

Establishes the guidelines and standards that are necessary to properly maintain City/Municipal buildings and building systems.

Responsible for the safety of employees and the general public as it pertains to the responsibilities of this position. Oversees that staff is trained on safety matters and that contractors are working to ensure the safety of employees and the general public that may enter City/Municipal buildings and properties. Verifies that safe work procedures are employed.

Develops and maintains an accurate and current maintenance inventory of buildings and building systems using an electronic inventory system.

Ensures that facilities are routinely inspected to identify the need for repairs.

Documents, schedules and coordinates appropriate routine maintenance tasks and plans critically for the future.

Assists in the planning, development and construction of all remodeling, alteration and new construction projects of City/Municipal buildings. Provides general oversight to contracted projects.

Supervises staff. Trains, evaluates and disciplines employees, assigns, monitors and coordinates work. Assist with hiring new staff members as needed.

Communicates and coordinates with City departments and managerial staff concerning the need for and scheduling of maintenance and remodeling work.

Researches and creates bid specifications for maintenance of all City/Municipal buildings.

In conjunction with the City's Legal Department and Procurement staff, develops and recommends vendor contracts to maintain and operate City/Municipal buildings.

Oversees and manages vendor performance.

Develops and recommends to City Manager and City Council an annual budget and a five year projected budget that reflects the needs of the Facility Management Program. Approves budgeted expenditures for the proper maintenance of all City/Municipal buildings.

Works to ensure the highest energy efficiency of all City/Municipal building and mechanical systems though evaluation, monitoring, research. Makes recommendations to maintain or improve energy efficiency and reduce related expenses.

Provides updated energy management seminars and training for staff.

Stays current on building maintenance, building systems and energy efficiency concepts, practices and products as appropriate to this position.

Ensure that information and documents concerning City/Municipal buildings, projects and properties are maintained in an organized and accessible manner.

Travel to and through various City/Municipal buildings and properties to visually and otherwise inspect properties/projects and judge work progress and quality. This may include climbing stairs or ladders, traversing construction areas, entering dusty, dark or cramped spaces, accessing rooftops and similar exterior interior or exterior locations.

Ability to enter above or below ground spaces which may not be accessible through elevators or stairs.

Education/Experience:

Any combination of education and experience equivalent to graduation from a four-year college or university with an emphasis in construction technology or mechanical engineering.

A minimum of seven (7) years construction/facility related experience required.

Must be a Certified Facilities Manager (CFM) at date of hire or within one year of hire.

Must obtain and maintain certification to retain position.Certificates and Licenses:

Work is performed in a wide variety of environments including offices, interior and exterior spaces and areas associated with City/Municipal buildings, properties and construction zones. Work requires accessing and maneuvering through construction/demolition sites, cramped spaces, rooftops, basements, above or below ground areas which are not necessarily accessed by stairs or elevators; unheated or uncooled structures; uneven ground; cramped, dusty, damp, dirty or dark locations. Work may be performed indoors or outdoors in hot, cold or inclement weather. Work involves frequent in-town travel and occasional out-of-town travel to attend meetings or training.
