Job Title: Senior Data Engineer (Analytics & Platforms)

Organization: Government of Alberta – Technology and Innovation

Digital Design and Delivery (DDD)

Location: Primarily Remote (with occasional in-person sessions in Edmonton, Alberta)

Role Overview

The Government of Alberta (GoA) is modernizing how digital services are designed and delivered to provide simpler, more efficient, and data-informed services to Albertans. The Digital Design and Delivery (DDD) Division serves as the Province’s centre of excellence for modern digital delivery, combining human-centred design, Agile delivery, and modern data practices.

DDD is seeking a Senior Data Engineer (Analytics & Platforms) to support service innovation, program review, and digital transformation initiatives across government. This role blends enterprise-grade data engineering with advanced analytics enablement, supporting both operational and strategic decision-making.

The Senior Data Engineer will work as part of cross-functional product or program teams, collaborating closely with product owners, engineers, analysts, designers, and business stakeholders. The role requires strong technical leadership, hands-on delivery, and the ability to translate complex data into trusted, actionable insights.

Scope of Services

The Senior Data Engineer will be engaged on a full-time basis and may support two (2) to three (3) concurrent initiatives. Work hours may vary based on project needs, with a maximum of 1,960 hours per term unless otherwise agreed.

Deliverables and services will evolve iteratively in response to user, business, and technical needs. Core responsibilities include, but are not limited to, the following:

Key Responsibilities

Data Engineering & Platform Development

Design, build, and maintain robust, scalable data pipelines across on-premises and cloud environments (Azure, AWS, GCP)

Develop and optimize ETL/ELT workflows to support large, complex, and disconnected datasets

Build and manage data lakes, warehouses, and curated data marts with appropriate governance, security, and access controls

Create and maintain dimensional data models (star and snowflake schemas) that improve performance and usability for analytics and reporting

Integrate data from diverse sources including SQL, NoSQL, APIs, and flat files while ensuring accuracy, completeness, and consistency

Implement monitoring, validation, logging, and error-handling to ensure data reliability and operational resilience

Automate deployment, testing, and monitoring of data pipelines using CI/CD practices and Git-based workflows

Analytics Enablement & Insight Delivery

Analyze datasets to identify trends, patterns, and anomalies that inform service performance and business decisions

Develop interactive dashboards and reports using Power BI, including advanced DAX measures and tabular models

Support descriptive, diagnostic, and predictive analytics using Python, R, and statistical techniques where appropriate

Translate analytical findings into clear, actionable insights for non-technical stakeholders

Enable self-service analytics by producing high-quality, well-documented datasets and mentoring teams in analytics best practices

Collaboration, Governance & Continuous Improvement

Work closely with product owners, engineers, analysts, and stakeholders to translate business needs into scalable data solutions

Ensure data quality, security, and governance standards are consistently applied across platforms

Contribute to Agile ceremonies including backlog refinement, sprint planning, and iterative delivery

Support continuous improvement initiatives related to data architecture, tooling, and analytics maturity

Provide data-driven evidence to support government priorities, policy development, and service optimization

Work Arrangement

The role is primarily remote

Occasional in-person attendance in Edmonton may be required with reasonable notice

Some travel within Alberta may be required for field research and user interviews (arranged at no cost to the Province)

Equipment & Tools

The contractor is responsible for providing all required equipment and software when working remotely

The Province will provide system access, credentials, and collaboration tools (Microsoft Teams; Zoom as required)

Security Requirements

Criminal Record Check required upon request

Enhanced Security Clearance may be required depending on ministry assignment

Candidates must be eligible to obtain higher-level clearances, including RCMP Top Secret Clearance, if required

Engagement is subject to written approval following successful security clearance outcomes

Required Qualifications

Education

Bachelor’s degree in Computer Science, Information Technology, or a related discipline

Experience

Minimum 5 years of experience as a Data Engineer, Data Analyst, or in a comparable role

3+ years of experience designing efficient dimensional data models

3+ years of experience ensuring data quality, governance, and security

3+ years of experience with Microsoft tabular models and DAX

3+ years of experience developing dashboards and reports (Power BI)

3+ years of experience with SSIS, Azure Data Factory, or equivalent ETL tools

2+ years of experience using Git, CI/CD pipelines, and collaborative development workflows

2+ years of experience performing data migrations across on-premises and cloud environments

Nice-to-Have Qualifications

Experience leading or contributing to custom software or data platform initiatives

Familiarity with Government of Alberta IT infrastructure and enterprise environments

Exposure to AI/ML tools or workflows relevant to analytics and data engineering

Experience supporting large-scale digital transformation initiatives
