POSITION DESCRIPTION

COUNTY OF HAMILTON, INDIANA

POSITION: Web Developer/Analyst

DEPARTMENT: Information System Services

WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F

STATUS: Full-time

FLSA STATUS: Non-exempt

Incumbent serves as Web Developer/Analyst for the Information System Services Department, responsible for maintaining parts of the county web environment and developing related software solutions that improve processes and increase efficiencies.

DUTIES:

Communicates and coordinates with Department staff, elected officials, and agency staff to discuss agency functions, processes, data ownership, workflow requirements, security, and project goals. Documents, tracks, and reports project progress.

Assists Web Administrators with defining project scope and design. Makes recommendations to accomplish goals and meet requirements. Improves project efficiency by integrating disparate technologies and automating processes.

Develops and maintains web applications using leading technologies, including developing graphics, data sources, and other resources for use in web applications. Creates and maintains web-based forms, workflow, and web solutions using low-code, configurable environments. Documents project processes and tasks for use within a shared maintenance environment.

Designs, configures, and maintains SharePoint Online sites and solutions (modern pages, lists, libraries, views, and content types) to support department and county-wide business processes.

Administers and maintains SharePoint permissions, groups, and security settings to ensure appropriate access to content and compliance with county policies.

Builds and supports SharePoint-based solutions integrated with Microsoft 365 tools (Power Automate, Power Apps, Power BI) to streamline workflows, automate notifications, and provide dashboards and reporting.

Maintains SharePoint Online sites, including provisioning, structure, storage, search settings, and migration efforts. Coordinates with IT to ensure compliance with governance, retention, accessibility, and usability standards

Maintains current knowledge of SharePoint Online capabilities, limitations, and Microsoft 365 updates. Recommends enhancements to county SharePoint usage, governance, and standards. Assists in developing and maintaining guidelines, templates, and reusable components to promote consistency and long-term support across departments.

Performs routine administration, monitoring, and maintenance tasks for various parts of web environment. Communicates and coordinates with Web Administrators and other Department staff to address web-related issues.

Provides web-related technical support and training for personnel in other departments.

Provides web services for departments without web expertise, including website edits, uploads, and file manipulations, including ensuring submitted web content and materials meet established standard and converting materials to appropriate web formats.

Maintains knowledge of industry developments and best practices in web development and analysis and develops technical skills as needed to implement and use new systems, technologies, and languages. Mentors and assists team members in web development as needed.

Periodically attends job-related conferences and training.

Performs related duties as assigned.

I. JOB REQUIREMENTS:

Associate's Degree in web-related technologies, web development or a related technical area and a minimum of one (1) year experience in web development and maintenance; or equivalent combination of education and experience.

Practical knowledge of dynamic, responsive, and accessible web development with ability to make practical application of standard principles to develop, implement, and maintain web applications, including programming languages, debugging activities, design and security standards, terminology, and other principles as needed.

Working knowledge of Microsoft 365 and SharePoint Online, including site configuration, content management, permissions, and navigation. Experience with list and library setup, page design, and supporting site migrations. Familiarity with integrating SharePoint with Power Automate, Power Apps, and other Microsoft 365 tools for workflows, approvals, and reporting is preferred.

Working knowledge of technical computer skills with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations. Preferred experience in several of the following: Visual Studio .NET (c# or vb), JavaScript, jQuery, CSS 3, html 5, xml, API calls, BitBucket or GitHub, and public-facing web services, such as web forms, digital signatures, payments, and scheduling and appointments.

Working knowledge of SQL Server databases with ability to connect to and efficiently query data. Knowledge of database concepts, such as queries, procedures, primary keys, and schemas.

Working knowledge of server and internet concepts, such as server and site security, sites and applications, bindings, SSL, application pools, virtual locations, logging, and relative pathing with experience with Windows server and IIS with ability to perform administration tasks related to implementation and maintenance of web applications.

Working knowledge of and experience in low-code environment, process automation techniques, or a workflow management experience. Preferred experience in several of the following: a web form environment, CMD, PowerShell, Power Automate, Power BI, SharePoint Online, SharePoint Framework, Fabric UI, Typescript, PL/SQL, Python, Adobe Acrobat forms, and Crystal Reports.

Working knowledge of and experience with various file and image manipulations involving word, AdobeAcrobat, Excel, and Photoshop.

Knowledge of and ability to work in complex network environments and learnt or assimilate various technologies and systems such as MVC, Crystal Reports, content and document management systems, and low-code or hosted development environments.

Working knowledge of standard English grammar, spelling and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments, software/hardware technical support personnel, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to properly operate a variety of standard office equipment, including computers, printers, telephones, plotters, and other equipment as needed.

Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.

Ability to work alone and with others in a team environment with minimum supervision, and maintain appropriate, respectful interrelationships with co-workers.

Ability to work on several tasks at the same time, often under time pressure, and complete assignments effectively amidst frequent distractions and interruptions.

Ability to occasionally work extended hours, evenings, and weekends and travel out of town for conferences, training and meetings, sometimes overnight.

II. DIFFICULTY OF WORK:

Incumbent performs a wide array of complex duties involving past precedents and new developments. Incumbent performs duties according to technical manuals and department policies and procedures, exercising independent judgments in most duties.

III. RESPONSIBILITY:

Incumbent applies web development principles to individual cases, where desired results are clearly indicated, referring unusual/unprecedented situations to supervisor as needed. Incumbent receives general supervision, with work reviewed primarily for technical accuracy, attainment of objectives, and effect on goals/ objectives of various departments.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent communication with co-workers, other County departments, software/hardware technical support personnel, and the public for purposes of exchanging information, explaining/interpreting policies, and procedures, and providing user support and training.

Incumbent reports directly to the Lead Web Administrator.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment involving sitting for long periods, handing/grasping/fingering objects, keyboarding, close vision, color/depth perception, hearing sounds/communication, speaking clearly, and occasionally lifting/carrying objects weighing less than 50 pounds.

Incumbent occasionally works extended hours, evenings, and weekends and travels out of town for conferences, training, and meetings, sometimes overnight.
