POSITION SUMMARY
ISI is seeking one (1) full-time Construction Administrator (CM-CA) to support the Department of Veterans Affairs (VA) Maryland Health Care System under the VA CFM Construction Management IDIQ. This position provides onsite construction administration and quality assurance support for an active VA mechanical infrastructure project.
The Construction Administrator will support VA Project Managers and the Contracting Officer’s Representative (COR) by performing daily field observations, monitoring contractor activities, tracking construction progress, and identifying deficiencies related to plumbing and steam distribution systems, associated utilities, and supporting infrastructure. The CM-CA will play a key role in ensuring construction work is executed safely, in accordance with approved drawings and specifications, and in compliance with VA standards and applicable codes.
This role requires regular coordination with contractors, inspectors, and VA stakeholders and involves consistent presence in active construction environments where steam, plumbing, and mechanical system upgrades are underway.
KEY RESPONSIBILITIES
Perform daily onsite field observations documenting construction progress, quality, safety, and compliance
Monitor contractor activities for conformance with approved drawings, specifications, codes, and VA standards
Identify, document, and track deficiencies and non-conforming work
Support Quality Assurance (QA) activities
Review construction documentation including submittals, RFIs, pay applications, and change proposals
Assist with tracking schedule progress
Maintain accurate project records, logs, photos, and field reports
Attend construction meetings and assist with documentation
Support punch list and closeout activities
MINIMUM QUALIFICATIONS
High school diploma or GED or equivalent work experience
Minimum three (3) years of construction-related experience
Experience supporting construction administration or field observation duties
Strong written and verbal communication skills
Applicants must be U.S. citizens, lawful permanent residents, or other non-U.S. citizens lawfully authorized to work in the United States without employer sponsorship, must have at least three (3) years of U.S. residency, and must be able to successfully obtain and maintain a VA PIV credential
PREFERRED QUALIFICATIONS
Bachelor’s degree in construction management, engineering, architecture, or related field
Prior experience supporting VA, DoD, or federal healthcare construction projects
Experience supporting construction activities involving plumbing systems, steam distribution systems, or mechanical utility infrastructure
Experience working in active healthcare or campus-style environments with ongoing operations
Familiarity with construction documentation, inspection processes, and deficiency tracking

Full-time, onsite at VA Maryland Health Care System facilities (Baltimore)
Typical hours: Monday–Friday, 7:30 AM–4:00 PM
Occasional off-hours work may be required during shutdowns, tie-ins, or testing
Must be required to occasionally move and lift 20–30 pounds
Must be able to climb, erect, and maintain balance on a 30–40 pound ladder
Must be able to remain in a stationary computer position for extended periods of time
Must be able to walk up to 1.5 miles per day between buildings
Must be able to stand for extended periods
Must be willing to work in external environments including rain, high heat, and significant cold
Must be able to navigate active construction sites containing uneven ground, debris, and hazards
Must be able to occasionally enter confined spaces and crawl
