Purpose of Position

Corporation Counsel is currently recruiting for an Assistant Corporation Counsel to join their team.

The purpose of this position is to represent Trempealeau County in civil matters under the direction of the Corporation Counsel.

Essential Functions

To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a professional and timely manner. The assistant corporation counsel will have the following duties:

Represent Trempealeau County, including its departments, offices, employees and officials in respect to their official duties and responsibilities; and serve as legal counsel to Trempealeau County boards, commissions, committees, counsels, departments, and offices in legal matters, including serving as a parliamentarian at times.

Represent the public interest in adult guardianships, protective placements, commitments under Wis. Stat. ch. 51, juvenile guardianships, and terminations of parental rights.

Prosecute all matters relating to zoning enforcement.

Provide legal representation in matters related to child support including paternity establishment and child support enforcement cases.

Perform other legal tasks such as conducting legal research; drafting opinions, briefs, contracts, and other documents; reviewing and assisting in the drafting of ordinances and resolutions; and, upon request, assist in reviewing and drafting County policies and procedures.

At times, serve in place of the Corporation Counsel when so directed.

Other duties as assigned by Corporation Counsel.

Knowledge, Skills, and Abilities

In order to perform this position's duties, the following are essential for this position:

Thorough knowledge of local, state, and federal laws and regulations applicable to county government.

Ability to determine the adequacy and accuracy of findings of fact, the application of legal principles, and the content and pleadings, briefs, and opinions.

Considerable knowledge of pertinent judicial procedures and rules of evidence. Ability to provide legal representation within the context of legal guidelines. Ability to advise and provide interpretation regarding the application of law, policies, procedures and standards to specific situations. Ability to counsel and mediate.

Ability to review, interpret, and modify existing policies, strategies and/or methods to meet conditions within the context of existing management principles. Ability to analyze and categorize data and information to determine consequences and identify and select alternatives. Ability to decide the time, place, and sequence of operations within an organizational framework as well as the ability to oversee their execution.

Ability to communicate clearly, both orally and in writing, to various audiences and to effectively utilize those various methods necessary to convey legal principles to differing audiences. Must be able to speak English sufficiently to effectively communicate.

Ability to develop legal materials and to present to others for educational purposes.

Ability to correctly perform mathematic computations.

Ability to exercise the judgment, decisiveness, and creativity required in critical and/or unexpected situations involving risk to the organization and to provide reliable and sound legal counsel.

Ability to establish and maintain effective and professional working relationships.

Ability to follow County policies and procedures including those pertaining to confidentiality.

Ability to prioritize and organize job assignments and to manage time effectively, manage multiple projects, and complete work within deadlines.

Ability to instruct and indirectly supervise staff which she/he may work with.

Ability to work the allocated hours of the position.

Training, Experience and Other Requirements

Must be licensed to practice law in the State of Wisconsin, including admitted to practice before the Wisconsin Supreme Court and be a member of the State Bar of Wisconsin, and admitted or eligible to be admitted to practice in federal court. Prior legal experience, especially local government legal experience, is preferred.
