Procurement/FOIA Analyst Federal Client

SUMMARY:

The Concourse Group is a federal consulting firmseeking to fill a full-time position for a Procurement/FOIA Analyst with experience providing federal FOIA support services.

This position does require previous experience in a federal government acquisition space either as a contractor or federal employee.

The Procurement/ FOIA Analyst will be responsible for supporting a Federal client on the proper processing, management and tracking of FOIA actions. The ideal candidate will be comfortable interacting with the Federal procurement environment and direct communications with Federal clients. The ideal candidate will be organized, detail oriented, have a background in FOIA regulation requirements and an ability to multi-task and conceptualize changing priorities.

Candidates must live locally to Metro DC as it may require infrequent visits to the client locations throughout the National Capital Region.

SKILLS AND ABILITIES:

Demonstrated ability to use the Microsoft Suite of software applications (e.g., Outlook, Word, Excel, Power Point, SharePoint, Outlook) to create and maintain documents and communications.

Proven ability to interpret and apply procurement and transparency regulations, including the Federal Acquisition Regulation (FAR), Freedom of Information Act, Privacy Act (FOIA), and/or other similar agency-specific procurement and transparency regulations.

Demonstrated knowledge of analytical and qualitative techniques sufficient to identify, evaluate, and propose the use of appropriate strategies and solutions to resolve complex or interrelated FOIA problems and issues.

Experience reviewing contract files or other government documentation.

Experience developing documentation required to respond to FOIA requests.

Possession of excellent written and verbal communication skills plus strong analytical and organizational skills and abilities

Demonstrated experience reviewing spreadsheets and documents in various formats such as those created and maintained in Microsoft Office products.

Documented ability to apply different strategies when analyzing information to make reasonable inferences or draw well-supported conclusions.

Experience managing procurement sensitive, sensitive, or other secure information is preferred.

Documented ability to maintain and practice operational security (OPSEC) in the performance of daily duties and to report OPSEC issues or concerns.

Knowledge of and experience using government contract-writing software, such as PRISM, is preferred.

POTENTIAL RESPONSIBILITIES:

This is a client-facing position: Direct interaction with clients, both verbally and in writing, is required.

Review incoming requests to determine where responsive documentation resides.

Proposing redactions in accordance with applicable statutes, regulations, and laws.

Preparing sensible responses to received appeals, fee waivers, and lawsuits.

Archiving and determining dispositions through established procedures.

Ensuring the protection of personally identifiable information (PII).

Alerting Government personnel in response to any incoming requests which may warrant special attention or are deemed potentially controversial in nature, and which should be coordinated with other offices to ensure consistency of

responses.

Handling sensitive records in accordance with applicable laws and departmental and agency policies and procedures.

Assisting the Government in explaining the proper application of FOIA exemptions to stakeholders in various divisions, by preparing draft materials, summaries, or background information for Government,. The Contractor shall not independently interpret FOIA exemptions or provide training or legal advice to Government personnel.

Maintain awareness of milestones.

Proposing updates to guidance and procedural information regarding the agencys FOIA policies.

Independently researching, gathering background information on, reviewing records, and completing information packages for management review and signature in response to requests.

Reviewing all information in records to propose an exempt or non-exempt 12 status.

Reviewing program policies/procedures and recommending changes to eliminate problem areas.

Creating records of all requests in and tracking all completed and closed FOIA requests in the provided tracking database.

Coordinating file management with client data management and contracting teams.

Designing and developing reports recapping received requests from government stakeholders.

EDUCATION AND EXPERIENCE:

Bachelors Degree in business, information management, contracting or law, (Other majors are acceptable with relevant experience).

AND

Minimum two years of professional experience in a federal support setting. Education and internships DO NOT qualify as experience.

OR

Minimum four years of professional experience in a private sector setting. Education and internships DO NOT qualify as experience.

Ability to efficiently multitask and deliver on client requests in a timely fashion

Detail-oriented, yet able to move forward efficiently in the face of unanswered questions

OTHER:

Must be organized, positive, proactive, and results oriented.

US. citizenship is required.

Must be able to pass and obtain a Public Trust suitability.

Must live commutable to the Washington, DC/ National Capital Region
