Temporary Procurement Specialist
Position Overview
The Temporary Procurement Specialist provides full-time, onsite federal procurement and contracting support for the U.S. Court of Appeals for the Federal Circuit. This role functions as a contracting officer responsible for purchasing goods and services, managing contracts from initiation through closeout, maintaining compliance with federal procurement regulations, and supporting financial and audit requirements. The position requires a minimum of five (5) years of progressively responsible federal contracting experience and the ability to operate independently in a fast-paced, compliance-driven environment.
This role is strictly onsite, MondayFriday; remote work is not permitted.
Key Responsibilities
Procurement & Acquisition Operations
Serve as a contracting officer responsible for purchasing consumables, automation supplies, equipment, and services.
Prepare and process purchase orders for goods and services using the judiciarys financial management system.
Draft, issue, and manage Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFIs).
Review all agreements and contracts prior to execution and provide recommended revisions.
Coordinate with financial staff to validate funding authorization and availability before processing requests.
Contract Management
Manage contracts throughout their lifecycle, including performance monitoring, modifications, renewals, deobligations, and closeout.
Assist with contract administration, clarify requirements, resolve vendor issues, and track compliance.
Maintain complete procurement documentation to meet judiciary and audit requirements.
Financial & Compliance Support
Ensure adherence to federal procurement regulations, the Guide to Judiciary Policy, internal controls, and appropriations law.
Develop and maintain tracking systems for commitments, obligations, deobligations, expenditures, and subscription renewals.
Review and process travel authorizations and obligate travel funds.
Reconcile financial accounts related to procurement activities and ensure separation-of-duties practices.
Vendor & Supply Management
Identify, evaluate, and maintain lists of qualified vendors and sources of supply.
Research supplier pricing, quality, service reliability, and regulatory compliance.
Coordinate delivery logistics and follow up on outstanding orders to ensure timely receipt of goods and services.
Negotiate pricing for purchases and contracted services.
Administrative & Reporting Requirements
Maintain and monitor the Finance and Procurement inbox, ensuring all inquiries receive an initial response within two business days.
Prepare procurement reports for management review.
Document receipt of goods and services and coordinate property tagging and inventory as required.
Support internal and external audits by providing access to procurement records and demonstrating compliance.
Maintain strict confidentiality and security of sensitive procurement and vendor information.
Qualifications and Experience
Minimum Experience & Education
At least five (5) years of progressively responsible federal contracting experience demonstrating expertise in procurement operations.
Bachelors degree in Business Administration, Public Administration, Finance, Accounting, or a related field (required).
High school diploma or GED (required).
Technical Knowledge
Demonstrated understanding of:
Federal procurement regulations
The Guide to Judiciary Policy
Federal appropriations law
Experience processing purchase orders and managing contracts in a federal environment.
Proficiency with financial management systems and Microsoft Office (Excel, Word, Outlook).
Skills & Professional Abilities
Strong organizational skills with acute attention to detail.
Excellent written and verbal communication skills.
Ability to manage multiple priorities in a high-tempo environment.
Ability to work independently and ensure timely completion of all assigned tasks.
Preferred
Active Secret clearance or the ability to obtain/maintain appropriate security credentials.
Clearance Requirement
Must pass the Courts background check and fingerprinting prior to starting work.
Vendor will provide required identity documentation for background investigation.
