Job Title: QA/QC Manager

Project: Singapore – Design & Construction Services for Existing Chancery, U.S. Embassy

Location: Singapore Project Duration: ~20–28 Months (Design–Build), Final Completion Anticipated 2028 Position Overview:

The QA/QC Manager will serve as the lead quality assurance and quality control professional for a semi-complex, multi-phase Design-Build project involving selective improvements and modernization/renovation at the U.S. Embassy in Singapore. This role will ensure that all work—design and construction—meets contractual, regulatory, security, and U.S. Government requirements throughout the entire project lifecycle.

The QA/QC Manager will establish, implement, and maintain the project’s Quality Management Plan; oversee compliance during both design and construction phases; and coordinate closely with project leadership, subcontractors, designers, and the U.S. Government representatives. Key Responsibilities

Quality Management & Compliance

Develop, implement, and maintain the Project Quality Management Plan covering both design and construction phases.

Ensure all project activities comply with U.S. Government standards, codes, contract specifications, safety protocols, and local regulatory requirements in Singapore.

Lead and document all QA/QC procedures, including inspections, testing, commissioning, and closeout activities.

Oversee quality control for a three-phase Design-Build schedule, including design reviews, material approvals, and phased turnover activities. Design Phase Oversight

Conduct detailed design reviews at each stage (concept, schematic, design development, and construction documents).

Verify that all design outputs meet contract requirements, Embassy security and operations standards, and the project’s functional needs.

Coordinate with architects, engineers, and consultants to identify and resolve design deficiencies early in the process. Construction Phase Oversight

Manage and supervise site inspections to verify that work meets approved drawings, specifications, and quality standards.

Oversee testing and commissioning of systems as part of modernization and renovation of the project site.

Review and verify material submittals, shop drawings, mock-ups, and workmanship before installation.

Track and resolve non-conformance issues and implement corrective actions promptly. Documentation & Reporting

Maintain comprehensive QA/QC documentation including inspection reports, test records, deficiency logs, and punch-list management.

Prepare regular quality performance reports for project leadership and U.S. Government stakeholders.

Support project closeout activities including final inspections, quality certification, and turnover documentation. Coordination & Communication

Work closely with the Project Manager, Safety Manager, Superintendent, design consultants, and subcontractors to maintain quality throughout all phases.

Participate in design coordination meetings, construction progress meetings, and quality review sessions.

Engage regularly with U.S. Government representatives, ensuring transparency, compliance, and responsiveness. Qualifications

Required

Bachelor’s degree in Engineering, Construction Management, Architecture, or a related field.

Minimum 5–10 years of QA/QC experience on Design-Build, government, or embassy-related construction projects.

Strong knowledge of applicable U.S. Government standards (UFC, USACE, OBO, etc.), international building codes, and Singapore local regulations.

Demonstrated experience managing multi-phase interior renovation or modernization projects.

Proficiency in QA/QC systems, documentation tools, and inspection protocols.

Excellent communication, coordination, and problem-solving skills. Preferred

Prior experience with U.S. Department of State Bureau of Overseas Buildings Operations (OBO) projects. Quality certification such as CQM, ISO 9001 Lead Auditor, or equivalent.

Experience working on active diplomatic compounds or secure facilities.
