Join PEMCCO as a CPM Scheduler (PSP), where you'll lead the development, maintenance, and analysis of detailed Critical Path Method (CPM) schedules supporting DGS capital projects.

In this role, you'll ensure baseline, progress, and time-impact schedules accurately reflect project execution and meet the highest standards of precision and accountability.

Acting as the technical lead for schedule modeling, logic validation, and resource integration, you'll bridge coordination between project managers, design teams, and contractors to keep every phase on track and transparent.

Essential Functions * Develop, update, and maintain baseline and progress schedules using Primavera P6 and MS Project in compliance with DGS CPM standards.

* Perform critical path, float, and delay impact analyses to evaluate design and construction sequence deviations.

* Prepare Time Impact Analyses (TIAs), "what-if" models, and recovery plans to support schedule mitigation and claims resolution.

* Integrate cost and schedule data for earned-value and performance tracking.

* Generate comprehensive schedule narratives, graphics, and dashboards using Acumen Fuse, Power BI, or Unifier.

* Coordinate with DGS project managers, architects, and contractors to validate progress and logic consistency.

* Support QA/QC reviews of schedule submissions to ensure internal and DGS formatting compliance.

Competencies * Expert knowledge of CPM scheduling principles and forensic delay analysis.

* Advanced proficiency in Primavera P6, MS Project, and Acumen Fuse.

* Strong analytical and problem-solving skills with emphasis on logic accuracy and data integrity.

* Excellent written communication and presentation skills for technical reports and SF-330 deliverables.

* Familiarity with Maryland DGS, MDOT, and COMAR project requirements.

Required Qualifications * Bachelor's degree in Engineering, Construction Management, Architecture, or related discipline.

* 7 - 12 years of CPM scheduling experience on public-sector or infrastructure projects.

* Demonstrated experience developing baseline and as-built schedules for large multiphase projects.

* Must maintain eligibility for Maryland public-sector project access and security clearance.

* Ability to travel to DGS and project sites statewide for schedule coordination meetings.

Preferred Qualifications * AACE International Planning and Scheduling Professional (PSP) or PMI-SP certification (required for Key Personnel designation per RFP § 5.3). * Experience with DGS, MDOT, or federal public works projects.

* Familiarity with claims support and schedule risk analysis methods.
