About Us
The Middle Class Tax Relief and Job Creation Act of 2012 established the First Responder Network Authority (FirstNet Authority) as an independent entity within NTIA under the Department of Commerce. Our mission is to build, deploy, and operate a Nationwide Public Safety Broadband Network (NPSBN) to ensure emergency responders have access to a dedicated high-speed broadband network. This initiative enhances collaboration among emergency responders, ultimately saving lives and securing communities during natural disasters and emergencies.
Position Overview
The Telecommunications and Cybersecurity Expert will utilize a blend of telecommunications engineering and cybersecurity expertise to manage the development, deployment, and operation of the NPSBN, incorporating the latest advancements in 4G/LTE and 5G technologies.
Key Responsibilities
Create white papers, reports, and technical analyses to tackle complex telecommunications and network issues.
Assess the accuracy of mobile telecommunications coverage maps and generate detailed reports.
Conduct thorough technical analyses on wireless technologies, focusing on the deployment, performance, and usage of 4G/LTE and 5G networks, and deliver actionable recommendations for program enhancements.
Evaluate and provide insights on industry-standard software and systems.
Apply project management best practices to identify and overcome challenges in telecommunications projects, proposing effective solutions to identified problems and risks.
Engage effectively with a diverse range of stakeholders, including subject matter experts, business partners, vendors, and project managers.
Required Qualifications
Expertise in 5G Radio Access Network (RAN) architecture and relevant 3GPP standards, along with comprehensive knowledge of other telecommunications technologies (e.g., satellite, fiber) or Cybersecurity skills related to mobile wireless networks.
Exceptional professional, interpersonal, and organizational skills.
Strong written and verbal communication abilities, with a proven record of producing tailored technical documents for varied audiences.
Able to work independently as well as collaboratively in a fast-paced environment.
Eligible for a public trust clearance.
Must be a US citizen.
Position Levels
Level 1: Bachelor's degree in a relevant field; 4+ years of experience in telecommunications engineering or related areas; Compensation: $65,200 - $135,625.
Level 2: Bachelor's degree in a relevant field; 9+ years of experience in telecommunications engineering or related areas; Compensation: $86,800 - $180,525.
Level 3: Bachelor's degree in a relevant field; 15+ years of experience in telecommunications engineering or related areas; Compensation: $115,500 - $180,525.
Desired Qualifications
Experience with mobile wireless network architecture and critical design reviews.
Knowledge of wireless network coverage and capacity planning methodologies.
Proven ability to evaluate and validate mobile wireless network cybersecurity implementations.
Experience conducting compliance and risk assessments for mobile wireless networks.
Proficiency with software and tools such as InfoVista's Planet, MapInfo, ESRI Arc-GIS, Tableau, Microsoft Power Platform, and telecommunications drive test tools.
Background in supporting federal agencies in telecommunications and cybersecurity.
Familiarity with nationwide public safety communication initiatives.
Certifications such as Project Management Professional (PMP) are a plus.
