Position Objective: We invite you to apply for the role of Lead Human Resources Specialist, where your expertise in federal HR functions will make a significant impact. In this vital position, you will support the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), and Human Resources Operations Center (HROC). Your focus will span various HR domains including staffing, classification, processing, benefits, recruitment, compensation, SES programs, work-life programs, policy development, and employee and labor relations.

Duties and Responsibilities:

Conduct comprehensive research and analysis of HR policies, create new policies, refine existing ones, and provide expert guidance on federal HR practices.

Design, document, and implement Standard Operating Procedures (SOPs) aimed at enhancing operational efficiency.

Assess HR workflows, analyze current processes, and recommend strategies for improvement.

Generate and analyze reports and queries utilizing NFC and other agency databases, crafting internal control processes to boost accountability and transparency.

Perform various assessments including workforce mobility, competency models, performance analyses, staffing structure evaluations, and demand modeling.

Qualifications

Basic Qualifications:

Master's Degree is essential.

A minimum of 10 years of experience in federal Human Resources, whether as a federal employee or contractor.

Must possess Delegated Examining Certification and an HRM Certificate from an accredited institution.

Candidates should be knowledgeable about Health and Human Services Guidelines for federal drug testing and must have a valid driver's license. Travel by air may be required for specific tasks.

U.S. citizenship or Legal Permanent Residency is required, along with residency in the U.S. or its Territories for three or more of the last five years.

Minimum Qualifications:

Proficient in the entire Microsoft Office Suite.

Excellent written and oral communication skills.

Advanced presentation capabilities.

Ability to work effectively independently and within team environments.

Strong organizational and leadership skills.

Familiar with industry best practices.

Exceptional time management skills.

Depending on assigned tasks, advanced knowledge of NFC, eOPF, WebTA, SharePoint, Oracle, Java Script, SQL, and other IT systems may be required.
