Position: Wing Resource Advisor

Location: 25th Attack Wing (ATKW), Shaw AFB, SC

Position Overview

The Wing Resource Advisor provides comprehensive financial management and budget execution support for the 25 ATKW. This role supports the Wing Finance Manager in planning, programming, budgeting, and execution (PPBE) activities, ensuring accurate tracking, analysis, and reporting of funds in compliance with DoD, Air Force, and MAJCOM guidance. The position serves as a key advisor to leadership on financial planning, resource allocation, and funding strategies.

Key Responsibilities

Budget Formulation & Planning

Assist in developing, consolidating, and managing the wing's budget, financial plans, and funding requirements.

Review, analyze, and validate budget submissions to ensure accuracy, completeness, and compliance with governing regulations.

Conduct trend analysis using historical and current data to forecast funding needs and support resource planning.

Prepare and justify funding requests, including drafting supporting documentation and budget narratives.

Budget Execution & Financial Management

Monitor and track obligations, expenditures, reimbursable orders, and allotments to ensure proper execution of funds.

Identify and resolve discrepancies, including over- or under-obligation of funds, and recommend corrective actions.

Perform reprogramming actions and funding adjustments to address shortfalls, emergent requirements, and changing priorities.

Support year-end closeout activities to ensure full and compliant utilization of funds.

Financial Analysis & Reporting

Conduct detailed budget analyses, special studies, and financial reviews to support leadership decision-making.

Compile, interpret, and present financial data from multiple sources, including automated systems and accounting records.

Prepare recurring and ad hoc financial reports, briefings, and status updates for wing leadership.

Evaluate financial program performance and assess impacts to mission execution and resource allocation.

Program Support & Advisory Services

Serve as a functional advisor to leadership and program managers on budgeting, funding availability, and financial execution.

Provide recommendations on fund allocation, transfers between accounts, and proper use of appropriated funds.

Assist in developing and implementing financial management procedures and process improvements.

Coordination & Stakeholder Engagement

Act as a primary liaison with MAJCOM, base financial offices, and other stakeholders on budget and funding matters.

Participate in Financial Working Groups (FWG) and Financial Management Boards, providing recommendations on priorities and funding strategies.

Coordinate with supervisors, project managers, and leadership to align resources with mission requirements.

Systems Management & Compliance

Utilize financial management systems (e.g., DEAMS, PIEE, and other automated tools) to manage and track budget data.

Perform quality control checks on financial data and resolve discrepancies with appropriate stakeholders.

Ensure compliance with DoD, Air Force, and MAJCOM financial regulations, policies, and procedures.

Training & Guidance

Provide training and guidance to organizational personnel on budgeting processes, financial systems, and compliance requirements.

Develop and disseminate financial management guidance and procedural updates.

Support interpretation and implementation of financial regulations and policies.

Required Qualifications

Minimum 4 years of experience as a Resource Advisor (or equivalent) at the squadron level or higher.

Demonstrated experience in budget formulation, execution, and financial analysis within DoD or Air Force environments.

Proficiency with financial management systems such as DEAMS, PIEE, and related tools.

Active Secret clearance.

Preferred Qualifications

Experience supporting wing-level or MAJCOM financial management operations.

Familiarity with PPBE processes and Air Force financial regulations.

Strong analytical, reporting, and briefing skills supporting senior leadership.

Experience participating in Financial Working Groups (FWG) and defending budget requirements.
