Job Duties
This full-time entry level professional position is at the forefront of planning and development in Winona. The position will utilize creative and industry leading practices to help guide the future of the city under the supervision and direction of senior planners. This will include a variety of administrative, enforcement and research related functions in specialized areas including land use/zoning, transportation, environment, urban design, housing, historic preservation or economic development. This position will work on substantial housing and zoning reforms to implement the City’s recently adopted 2045 Comprehensive Plan.
This position is open to recent and upcoming graduates and early career professionals. Considering the geographic setting of Winona, the ideal candidate should have an interest in compact urban development and shorelands, flood plains, wetlands, and historic preservation. The City does not expect a new candidate to be an expert in these areas, but has a willingness to learn, research, and implement knowledge.
Job Duties:
• Assists in the administration of city land use proposals/requests including permit processing, public hearing notification, applicant communication, and the preparation of necessary staff reports.
• Assists in the administration and enforcement of land use code, ordinances, and compliance programs of the City.
• Collects a variety of statistical data and prepares reports and maps on topics such as census information, land use, tax base data, and occupancy rates.
• Generate staff reports, including developing related graphics and preparing draft versions of reports for consideration by City advisory boards, commissions, and the City Council.
• Administers components of community development projects as directed by the Planner, Senior Planner, or Director of Community Development.
• Research and coordinate matters related to planning, zoning, ordinance updates, and other assigned special studies and statistical reports.
• Identifies, responds to, and administers available grant opportunities.
• Develops and prepares written reports and presentations for use by the Planner or Senior Planner to the City Council and various boards and commissions.
• Serves as staff liaison to committees, boards, commissions, and other groups as assigned by the Planner or Senior Planner.
• Communicate effectively with City staff and other agencies.
• Performs other duties as assigned.
Minimum Education Required
Bachelor's degree in urban planning, landscape architecture, public policy, or related field
Minimum Experience Required
Two years of professional community/regional planning experience
