Summary: Under supervision with wide latitude for independent judgement and decision, the Detox Program Manager leads the clinical, administrative and operational management of the Detox Center at our 24/7 rehabilitation and recovery agency.

This role ensures the highest standard of participant care, compliance with all legal and regulatory requirements, effective management of staff, and ensuring timely and accurate documentation.

The Detox Program Manager will collaborate with multidisciplinary teams to develop and implement participant-centered treatment plans and managing workflows to ensure compliance with regulations while fostering a culture of safety and client-focused care in a supportive and therapeutic environment for participants undergoing detoxification while driving continuous improvement in participant outcomes.

Supervisory Responsibility This role holds supervisory responsibilities for staff and clinical providers including LVNs, Medical Assistants, and Counselors.

Essential Duties and Responsibilities: Clinical LeadershipLeads the day-to-day operations of the Detox Program with a primary focus on delivering the highest standards of participant care safety during detoxification, and compliance with regulatory and accreditation standards.Provide direct participant care, ensuring adherence to best practices in detoxification and recovery which includes assessments, individual services, case conferences, crisis intervention, and treatment plans independently or in collaboration with the medical team.Responsible for clinical oversight of all nursing treatment services provided by nursing staff within scope of practice.Supervise and manage the Program staff including LVNs, Counselors, and agencywide Medical Assistants.Collaborate with cross-functional teams to communicate participant changes, needs, updates, and progress.

Respond to staff and participants in a professional and courteous manner.Serve as the on-call clinical leader for urgent situations.

Budgets and ReportingCollaborate with cross-functional teams to grow the census and engagement of the Detox Program.Maintain operational control of financial budgets and targets.Responsible for all direct reports’ timely submission of documentation in accordance with Program and agency requirements and in compliance with all regulatory requirements and agency's policies and procedures.Meet documentation requirements to fulfill billing targets for services provided to participants utilizing the EMR system, “MyEvolv”, properly and correctly documenting all care notes and administration accurately and promptly in the participant’s medical record, maintaining compliance with municipal, state and federal regulations and maintaining accurate and complete proper documentation for all participant encounters.Monitor and control Program expenses to ensure they stay within the allocated budget.

Identify areas for cost savings without compromising the quality of care.Ensure accurate records are maintained for audits.

Staff ManagementResponsible for direct supervision, training and performance of all Detox Program staff ensuring the provision of quality care and effective team performance to meet agency goals, as well as regulatory requirements.Create and manage staff schedules to ensure adequate 24/7 coverage.Provides coaching, support, and performance management to direct reports to ensure productivity and client care expectations are met.Supports the agency in interviewing, selection, performance improvement plans, and terminations for positions within program.

Participant Care, Safety and Compliance:Ensure the implementation of best practices to promote participant safety and successful recovery outcomes.Plan, implement and monitor individualized participant treatment plans which may include collaboration with clinical and medical staff.Conduct regular safety audits and risk assessments to identify and address potential participant safety concerns.Develop and maintain protocols for effectively handling medical and behavioral health emergencies.Collaborate with clinical staff to create individualized treatment plans that prioritize participant well-being.Responsible for staff compliance with infection control, hygiene standards and regulatory safety practices.Direct supervision of Program staff to monitor participants for changes in condition including adverse reactions to medications.Maintain vigilance, situational awareness and strict adherence to safety protocols to ensure the safety of both participants and staff.Monitors participants for signs of behavioral health crises.Ensure compliance with state, federal, local, and accreditation standards including HIPAA, OSHA, and Joint Commission/CARF.Monitor and audit clinical documentation for accuracy and completeness.Implement and enforce policies and procedures.Oversee participant admissions, assessments, and discharge processes.Facilitates effective transitions from Detox to the next level of care in the recovery continuum.

Medication ManagementEffective administration and management of detox protocols, withdrawal management, and medication-assisted treatment (MAT).Follow company’s medication policy for safety and accuracy to administer medications to participants as prescribed, following all regulations and protocols.Responsible for medication inventory management, monitors medication stock levels, medication inventory, medication storage, medication refills, and reports discrepancies to supervisor.Ensure staff administering medications have the proper credentials to do so.Ensure the safe and proper administration of medications to prevent medication errors and diversion.Ensures HIPAA Compliance by maintaining the security of participant information and maintains strict participant confidence by completing and safeguarding medical records and ensuring participant information is kept confidential.Follow all safety rules, regulations and infection control procedures, ensuring a clean, safe, and supportive environment for participants and staff.Respond appropriately to emergencies including following policy and procedure for contacting appropriate staff and supervisor(s) professionally and calmly interacting with police, fire, and medical personnel.

Professional Behavior and Development:Strictly maintain professional boundaries following established limits and guidelines for appropriate behavior with participants, ensuring a safe and ethical environment by clearly separating the professional role from personal interactions, and protecting the client's privacy and dignity.

Boundaries typically include but are not limited to personal disclosure limits, physical touch restrictions, and clear communication about the professional nature of the relationship.Participate in ongoing training, team meetings, and certifications to maintain eligibility for the role, current knowledge in Detox Program administration and best practices for a rehab and recovery setting.

Maximize learning opportunities by remaining receptive to constructive feedback and utilizing support available from supervisor and others.Ensure all activities comply with grants, regulatory bodies, ethical standards and company policies.Model and uphold company policies and procedures.Answer phone calls and emails professionally and with courtesy.

Teamwork and Collaboration Foster exceptional collaboration and communication with cross-functional, and multidisciplinary teams including, but not limited to Detox Program staff, clinical leadership, participants and families to ensure comprehensive participant care.Participate in staff meetings, one-on-one meetings with supervisor(s), and other meetings as required.Maintains open communication with direct supervisor, clinical leadership, and company leadership concerning employee matters/needs and seeks consultation when needed.Maintain knowledge, understanding and application of CLARE MATRIX’s mission, vision, & philosophy in day-to-day operations.Communicate on a direct and timely basis about needs and problems as they arise.Ensure health and safety regulations are upheld to CLARE MATRIX standards.Ensure standards of conduct are upheld to CLARE MATRIX standards.Ensure a community environment is maintained.

Qualifications Must have a bachelor’s degree from a Board approved nursing program and a verifiable active license in California as a RN.Must have at least 3 years of leadership experience in a detox center.Must have achieved sobriety of at least one year.Certification in addiction treatment such as NCAC, or CARN is a plus.Must have current CPR and First Aid certification or obtain within 30 days from the American Red Cross or American Heart Association.Must complete all pre-employment requirements including a Livescan and physical.Must complete all Learning Management System “LMS” assignments by 30 days of employment.Must carry and provide evidence of appropriate and current Professional Liability Insurance.

All outpatient employees will complete at minimum a self-report screening questionnaire.

A TB test is to be conducted under licensed medical supervision not more than 60 calendar days prior to or 7 calendar days after employment and renewed annually from the date of the last tuberculosis test.

Staff with a known record of tuberculosis or record of positive testing shall not be required to obtain a tuberculosis skin test.

Unless there is documentation that the staff completed at least 6 months of preventive therapy, the staff shall be required to obtain, within 45 calendar days of employment, a chest x-ray result and a physician’s statement that the incumbent does not have communicable tuberculosis and has been under regular care and monitoring for tuberculosis.

A chest x-ray within the prior 6 months is acceptable.

The physician’s statement shall be renewed annually.

Work Environment: This job will be primarily located at the CLARE MATRIX facilities in Santa Monica, California.

This job is primarily in an office environment and requires the ability to operate standard office equipment and keyboards.
