Position Description:
Responsible for providing operational support to Civil Projects and General Construction on projects related to the Santee Cooper Project and functional areas of Santee Cooper to include:
Performs soil and concrete testing, surveying, construction inspection, dam and dike monitoring, and emergency action planning services.
Prepares fundamental plans, specifications, and engineering calculations for a wide variety of civil construction projects in support of the Santee Cooper Project, Generation, Power Delivery, Property Management, and Economic Development.
Provides technical support to field personnel and the engineers on staff throughout the construction of complex projects. As well as serving as a technical resources for other areas in the company with regard to soils, concrete, construction inspection, dams and dikes, and surveying.
Provides construction oversight and represents Santee Cooper in the field on a variety of construction projects of differing levels of complexity and duration. As a part of this responsibility, they ensure that all work meets the terms of the contract, in accordance with all plans, specifications, and other technical data. Engineering Technician A is expected to require very little assistance from the Superintendent of General Construction and is expected to take leadership roles in suggesting and implementing improvements in Civil Projects, especially with dam/dike safety program.
Essential Job Tasks:
PROJECTS: Performs inspection of dams and dikes and reads monitoring equipment. Prepares requests for periodic dam and dike surveys, reviews and compiles results, and prepares summary documents. Performs duties associated with the Santee River Floodplain Management - distributes Tone Alert Radios, obtains contact information for the Telephone Based Warning System and evacuation maps, assists with the County Ordinance Program, and produces maps using ArcGIS. Proficient in the use of drones and Pix4D for processing drone flights and data collection. Performs soil and concrete testing in the lab and in the field in accordance with industry standards and produces written test results. Produces and reviews cost estimates, plans, specifications, and schedules using computer software such as MS Office, Primavera P6, AutoCAD, Civil 3D, and ArcGIS. Performs technical calculations and minor to moderate engineering computations related to site design, drainage design, structure design, etc. NOTE: Computations will include knowledge and application of engineering concepts and standards. Creates engineering and construction plans and specifications for construction projects. Prepares purchase requisitions, bid packages, and material orders to acquire materials, equipment, and/or services necessary for construction projects on the dam and dikes and engineering projects. Performs bid analyses/evaluations and makes recommendations for materials, equipment, and/or services. Prepares necessary permitting documents and submittals throughout various phases of a project. NOTE: Attendance and participation in County, City, and Municipality public meetings may be required. Acts as the project lead for assigned projects by attending project meetings and managing design activities and material/equipment/service acquisitions to meet the project schedules. Openly and pro-actively coordinates with internal and external customers and other units as necessary. Ensures that all project records are maintained in system directories and within ECM timely and accurately. Ensures that all projects are completed within the scheduled time frame. Delegates tasks as necessary to assigned team members and oversees/directs as necessary.
SURVEYING: Serves as survey lead for construction projects, both land surveying and construction layout and staking. As well as performing bathymetric surveys in the navigation system and at Generating Stations. Performs surveying in the Santee River Floodplain and updating of the ArcGIS databases and maps. Provides construction personnel (internal and external) with location and grades necessary to construct projects in accordance with drawings. Uses information gathered from surveys to create maps, base surfaces and as-builts in CAD, and other documents. Serves as a surveying resource for other areas of the company for land and bathymetric surveying.
INNOVATION/CONTINUOUS IMPROVEMENT: Looks at ways for improving processes, safety and cost effectiveness through researching new materials, equipment, software, and engineering practices. Works with field personnel to become more familiar with standard materials, construction practices, and how the design documents are used to build from. Maintains unit instruments and equipment and recommends upgrades and replacements.
CONSTRUCTION OVERSIGHT: Performs quality assurance inspections for conformance with plans and specifications, correct use of materials, and permit compliance. Prepares and maintains inspection reports, noting problems and corrections, and maintains project files. Provides oversight of all maintenance crews and Contractor crew regarding dam and dike work and construction projects. Oversight includes: Monitoring activities with regards to safe work practices. Monitoring activities with regards to regulatory and environmental compliance. Monitoring activities with regards to interaction with the public on Santee Cooper property and rights-of-way. Monitoring of all types of excavation, backfill, and/or grading work and performs material and compaction testing. Monitoring the installation/construction of all types of foundations and erecting/assembling all types of wood, concrete, or steel structures. Monitoring during all paving installation and performs material and compaction testing. Provides project status reports and schedule updates as directed. Coordinates with Contractor to resolve construction issues and all other on-site conflicts. Approves Contractor billing based on completed units of work.

Bachelor's Degree +4 years experience or Associate's Degree +6 years experience or High School Diploma/GED +8 years experience.
Related experience in the civil construction field, soils, concrete, map reading and surveying.
Must be on call 24/7.
FAA Drone Operator License is preferred.
Compensation Information:
$33.35 -$41.65 (min. - mid.)
Engineering Technician B
Bachelor's Degree +1 year experience or Associate's Degree +3 years experience or High School Diploma/GED +5 years experience.
Related experience in the civil construction field, soils, concrete, map reading and surveying.
Must be on call 24/7.
FAA Drone Operator License is preferred.
Compensation Information:
$27.00 -$33.75 (min. - mid.)
Engineering Technician C
Bachelor's Degree or Associate's Degree or High School Diploma/GED +2 years experience.
Related experience in the civil construction field, soils, concrete, map reading and surveying.
Must be on call 24/7.
FAA Drone Operator License is preferred.
