Under general direction, this position manages and coordinates key financial and programmatic activities for the Ohio Children's Trust Fund (OCTF). The role holds significant autonomy in developing, implementing, and ensuring compliance with program policies and procedures.

This includes overseeing grant programs, procurement processes, fiscal monitoring, and interagency coordination to support child abuse and neglect prevention initiatives across the state.

Grant & Program Management * Develops OCTF grant programs, interagency agreements, program plans, and performance measures.

* Coordinates with the Ohio Department of Children and Youth (DCY) to ensure compliance with procurement and approval requirements.

* Identifies funding opportunities and contributes to federal grant applications that support program goals.

* Designs program eligibility criteria, supports allocation planning, and determines sub-recipient or vendor relationships.

* Initiates requisitions for grantees and vendors and ensures timely issuance of purchase orders.

* Provides programmatic technical assistance to grantees, vendors, and service providers.

* Monitors grantee performance, evaluates program data, and supports continuous quality improvement.

* Prepares service summaries, progress reports, and presentations for the OCTF Board.

* Ensures all services and deliverables are appropriately documented.

Fiscal Coordination & Oversight * Monitors and processes vendor invoices, ensuring compliance with backup documentation requirements and Ohio law.

* Offers ongoing fiscal technical assistance to grantees, vendors, and sub-recipients.

* Collaborates with the DCY Fiscal Office to ensure accurate payments and adherence to fiscal procedures.

* Designs and maintains tracking systems to ensure cost effective use of federal and state funding.

* Processes change orders and supports financial closeout of completed grants, agreements, and contracts.

* Responds to internal and external inquiries regarding OCTF grant programs and agreements.

* Develops and submits required reports to federal, state, local, and public partners.

Collaboration & Communication * Represents OCTF in workgroups and interagency meetings to support multi system coordination in child abuse and neglect prevention.

* Prepares reports, correspondence, presentations, and policy documents for agency partners, stakeholders, board members, officials, and the public.

* Presents programmatic and fiscal updates to the OCTF Board and other stakeholders.

Pay Information: Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position.

New hires advance to the next step in the range after 6 months and annually thereafter.

Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually.

Additional longevity supplements begin after 5 years.
