OMAP .NET Software Developer (Junior)
Abel Personnel is seeking a high-integrity, technically sound Junior .NET Software Developer to support a mission-critical project for the PA Department of Human Services (OMAP). This is a long-term, multi-year contract opportunity for a developer who thrives in collaborative environments and is committed to writing clean, scalable code.
Compensation & Engagement
Salary: $65,000 – $75,000 per year based on experience.

Employment Type: Candidates must be able to work as a W2 employee.
Location: Remote, however, work must be performed from within the United States.
Travel: Up to 25% travel to project offices in Harrisburg, PA may be required.
Core Technical Stack
Primary: .NET Core, React, and PostgreSQL.
Front-End: HTML5, CSS3, SASS, Bootstrap 5, and JavaScript.
Testing & Tools: NUnit/XUnit, Git, and GitLab.
Key Responsibilities
Development: Design, develop, and maintain secure web applications using .NET Core and ASP.NET Core.
Data Integration: Develop and maintain ETL pipelines and scripts to ensure seamless data flow.
Collaboration: Partner with product managers and fellow developers to translate wireframes and designs into functional applications.
Maintenance: Enhance existing dashboards and applications while contributing to new development efforts.
Code Quality: Participate in rigorous code reviews, providing constructive feedback to ensure consistency across the team.
Optimization: Troubleshoot and optimize application performance to exceed business requirements.
Required Qualifications
Experience: Approximately 3 years of professional software development experience, with a specific focus on the .NET Core ecosystem.
Technical Proficiency: Hands-on experience with React is mandatory.
Framework Mastery: Proficiency with C#, ASP.NET Core, and Entity Framework Core.
Database Skills: Solid experience working with relational databases (SQL Server or PostgreSQL) and writing SQL queries.
Version Control: Professional experience using Git/GitLab in a team environment, including creating merge requests and participating in code reviews.
Testing: Experience writing automated unit tests using NUnit or XUnit.
Communication: Clear and effective communication skills with strong attention to detail.
Preferred Skills
Cloud & DevOps: Exposure to AWS (cloud-native development) and containerization tools like Docker or Kubernetes.
Specialization: Prior experience with ETL script development.
Operational Requirements
Work Hours: Must be available and video-capable during standard work hours aligned with the Eastern US Time Zone.
Vetting Standards: As part of the high-integrity vetting process for this project, candidates must be prepared for a 360-degree workspace scan and a strict "No AI Assistance" policy during technical interviews.
