ASSESSMENT PROMPT:

Background: Five single family homes owned by the City in the Tall Pine Neighborhood have been renovated and with the partnership of a community land trust, will be sold to low-income families.

Prepare a short executive level summary, one page in length, for Mayor and Council summarizing the accomplishments of this program to date.

This position is grant funded and funding will be reviewed on an annual basis.

ABOUT THIS JOB

Position Specific Summary

The Special Project Manager position at the City of Tucson’s Department of Housing & Community Development (HCD) is primarily responsible for advancing the department’s Single Family Home and Asset Repositioning Strategies, facilitate selling properties to market, positioning properties for affordable homeownership, and working with staff across the department. They manage the associated community, stakeholder and resident engagement and manage the application, approval and reporting processes with the US Department of Housing and Urban Development.

They will also manage other high priority HCD projects.

Work is performed under the supervision of the Business Operations Administrator. This position does not supervise.

Duties and Responsibilities

Initiates projects by outlining and documenting the project scope, identifying opportunities and constraints. Assists with developing potential project timelines. Conducts fieldwork to evaluate and document existing conditions and shares with City staff and consultants. Collaborates with consultants and City staff to refine the project scope and schedule. Monitors scopes, schedules, and budgets for multiple projects.

Develops and implements public engagement strategies to reach relevant stakeholders and gathers community feedback for related projects. Attends and facilitates community meetings, plans and coordinates public meetings, delivers public presentations, produces promotional materials, prepares exhibits, and compiles and summarizes public input.

Facilitates coordination among internal staff and external consultants to ensure assigned projects are completed timely and provides regular updates to HCD leadership on their progress.

Engages effectively with residents to facilitate open collaboration and communication, and where needed, resident relocation.

Manages federal or other regulatory agency requirements to include environmental reviews, applications, approvals and reporting.

Oversees renovation and improvements of single-family homes for affordable home ownership.

Performs other duties and tasks as assigned.

MINIMUM QUALIFICATIONSMINIMUM REQUIRED QUALIFICATIONS

Education: Bachelors Degree

Work Experience: Three (3) years of relevant experience

Valid and unrestricted Arizona Class D Driver License.

*Any combination of relevant education and experience may be substituted on a year-for-year basis.

PREFERRED QUALIFICATIONS

Educational background in real estate, urban planning, civil engineering, landscape architecture, architecture, public administration, public health, or a closely related field.

Master’s degree in Planning, Engineering, Landscape Architecture, Architecture, Public Administration, or a related discipline.

Direct experience working with grant-funded projects.

Professional experience in real estate, housing development and project management.

Direct experience working with program participants, stakeholders and the public, including meeting facilitation, event planning and coordination, and delivering public presentations.
