Job Title: Preconstruction Estimator for Affordable Housing Developments
Location: Westchester County, NY
Salary: $125,000 – $185,000 (commensurate with experience)
Our client is a well-established and highly respected General Contractor and Developer based in Westchester County, NY. With a strong pipeline of ground-up development projects, they are seeking an experienced Preconstruction Estimator with a proven background in Affordable Housing projects.
This is a key role within the organization, working closely with ownership, development, and project management teams from concept through GMP.
Position Overview
The Preconstruction Estimator will lead the estimating and budgeting efforts for ground-up residential developments, with a strong emphasis on affordable and mixed-income housing projects. The ideal candidate understands the financial and regulatory nuances of affordable housing construction and can produce accurate, strategic budgets that support competitive yet profitable project delivery.
Key Responsibilities
Prepare detailed conceptual, schematic, and design development estimates for ground-up residential projects
Develop and manage comprehensive preconstruction budgets and cost models
Perform quantity take-offs and scope reviews from architectural and engineering drawings
Solicit, level, and analyze subcontractor bids
Prepare GMP proposals and bid packages
Conduct value engineering analyses to optimize cost without compromising quality
Collaborate with development teams on project feasibility, proformas, and cost forecasting
Maintain historical cost data and continuously refine pricing models
Review drawings for constructability and scope gaps
Participate in preconstruction meetings with clients, consultants, and internal stakeholders
Assist in schedule development and procurement strategy planning
Qualifications
5+ years of estimating/preconstruction experience with a General Contractor or Developer
Strong experience in ground-up multifamily residential construction
Direct experience with Affordable Housing projects (LIHTC, public funding, tax credit-driven developments preferred)
Ability to read and interpret architectural, structural, civil, and MEP drawings
Strong knowledge of construction methods, materials, and sequencing
Proficiency in estimating software and Excel-based cost modeling
Strong subcontractor network in the Westchester / NYC metro market preferred
Excellent communication and analytical skills
Bachelor’s degree in Construction Management, Engineering, Architecture, or related field preferred
