JOB TITLE: Manager, Program Management

DIRECT REPORTS: Program Managers, Program Administrators

DEPARTMENT: Program Management

REPORTING TO: General Manager

PRIMARY FUNCTION OF POSITION:

Libra Industries is seeking a Manager of Program Management to lead our Dallas-based Program Management team and drive execution excellence across our customer portfolio.

This role is responsible for ensuring successful delivery of customer programs—from quote through production—by leading a team of Program Managers and Program Administrators, strengthening cross-functional alignment, and ensuring customer commitments are met or exceeded.

This is a high-visibility leadership role based onsite at our Dallas (Richardson), Texas facility, partnering closely with the General Manager and site leadership to support operational performance, customer satisfaction, and profitable growth.

DESCRIPTION OF DUTIES:

Customer Program Leadership

Lead execution of customer programs to achieve on-time delivery, customer satisfaction, and financial performance goals

Provide oversight and guidance on program timelines, risks, and recovery plans

Ensure proactive and consistent communication with customers and internal stakeholders

Partner with Sales to support customer growth, retention, and new business opportunities

Financial & Business Performance

Drive program performance aligned with gross margin, cost improvement, and operational objectives

Oversee quotation responsiveness, accuracy, and competitiveness

Manage program forecasts to support production planning, capacity, and inventory management

Develop and execute annual departmental goals aligned with site and corporate strategy

Team Leadership & Development

Lead, coach, and develop a team of Program Managers and Program Administrators

Establish clear expectations, accountability, and performance standards

Support talent development, succession planning, and capability building within the team

Foster a culture aligned with Libra’s Built to Deliver commitment

Cross-Functional Leadership

Partner closely with Manufacturing, Engineering, Supply Chain, Quality, and Sales

Drive alignment and prioritization to ensure successful execution of customer commitments

Lead continuous improvement initiatives to enhance program execution, communication, and responsiveness

Support implementation and effective use of ERP and program management tools

EDUCATION/EXPERIENCE REQUIRED:

5–10+ years of experience in:

Program Management

Account Management

Customer Program Leadership

Manufacturing environment (EMS, aerospace, precision machining, or similar preferred)

Prior leadership experience managing or mentoring program or customer-facing teams

Strong business acumen and ability to manage program financial performance

Excellent communication and customer relationship skills

Ability to lead in a fast-paced, operational manufacturing environment

Associate’s degree or equivalent experience

SKILLS/EXPERIENCE PREFERRED:

Bachelor’s degree

Experience with ERP systems (Macola or similar)

Experience supporting complex manufacturing programs

Program Management certification (PgMP or PMP)

WORK ENVIRONMENT:

This is an onsite leadership role based in Dallas (Richardson), Texas

Hybrid office and manufacturing floor environment

Regular presence on the shop floor supporting operational execution

Some travel may be required

PHYSICAL REQUIREMENTS:

• While performing duties of this job, the employee must have good hearing and vision.

• Ability to walk the shop floor and lift up to 20 pounds.
