Position Objective: Join our team as a Junior Human Resource Associate, where you will apply your HR expertise to assist managers, program staff, and clients on various HR matters, such as staffing, classification, benefits, recruitment, compensation, and employee relations. This role plays a crucial part in supporting the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and the Office of Human Capital (OHC).
Duties and Responsibilities:
Process personnel and payroll actions accurately, including payroll documentation and leave audits.
Create and maintain organized folders for vacancies, retirements, and payroll.
Conduct thorough research on waiver and hearing requests with precision.
Scan and systematically organize documents in various personnel record systems.
Assist in drafting clear and effective standard operating procedures (SOPs).
Efficiently process personal liability insurance reimbursement claims.
Initiate notifications for tentative selection and disposition letters.
Compile and research information on important federal HR topics.
Provide HR guidance to applicants and staff while keeping organized employee files.
Deliver comprehensive administrative support to managers and program staff, which includes:
Coordinating and managing calendars.
Screening phone calls and assisting visitors in a courteous manner.
Arranging travel plans and coordinating logistics for conferences and meetings.
Preparing agendas, correspondence, and spreadsheets.
Managing incoming mail processing.
Organizing and maintaining files according to agency guidelines.
Monitoring office supply inventories and managing document uploads to SharePoint.
Handle complex cases in pay, leave, and time administration with accuracy.
Conduct desk audits and prepare management evaluation reports for classification actions.
Assist in developing informative training materials for managers and employees.
Resolve pay-setting errors and discrepancies with a proactive problem-solving approach.
Provide guidance on base pay, overtime, and leave entitlements.
Qualifications
Basic Qualifications:
Bachelor's degree required OR: A minimum of 3 years of federal Human Resources experience may be considered as equivalent.
If duties involve drug testing and site collection, knowledge of Health and Human Services Guidelines and a valid driver's license are required.
U.S. citizenship or Legal Permanent Residency is required, along with residency in the U.S. or its Territories for at least three of the last five years.
Minimum Qualifications:
Delegated Examining Certification and/or HRM Certificate preferred.
Intermediate to advanced proficiency in the Microsoft Office Suite is essential.
Strong written and oral communication skills are a must.
Advanced presentation and organizational skills desired.
Ability to work well both independently and collaboratively.
Exceptional time management abilities are necessary.
Depending on specific tasks, advanced knowledge of systems like NFC, eOPF, WebTA, SharePoint, Oracle, Java Script, SQL, and other IT systems may be required.
