HSE Manager
General Information:
Title: HSE Manager
Status: Full-time; Exempt
Location/Site: Haskell, TX
Hours: Monday – Friday, possible weekends
Reports to: HSE Director
Supervisory Responsibility: HSE Team
Travel Requirements: Road Warrior

Position Overview:
The HSE Manager is responsible for leading and driving the company’s health, safety, and environmental programs to ensure compliance with regulatory requirements and company policies. This role champions a proactive safety culture, mitigates workplace risks, and partners with operations and leadership to continuously improve safety performance across all field and facility operations.
The HSE Manager must be qualified to recognize safety hazards, possess the authority to take corrective action, and maintain required certifications and credentials to effectively lead safety initiatives.
Responsibilities:
Develop, implement, and manage comprehensive HSE programs aligned with regulatory requirements and company guidelines.
Identify workplace hazards and implement effective corrective and preventative actions.
Evaluate practices, procedures, facilities, and mobile equipment to assess risk and regulatory compliance.
Conduct job site inspections, audits, and behavioral safety observations.
Investigate accidents, incidents, and near-misses to determine root causes and implement corrective actions.
Prepare and enforce policies that foster a strong culture of health and safety.
Track, trend, and analyze incident data to identify patterns and recommend interventions.
Monitor compliance with OSHA and other applicable federal, state, and local regulations.
Deliver safety training, toolbox talks, and HSE presentations to employees.
Oversee and maintain compliance databases such as ISNetworld and PEC.
Report safety performance metrics, compliance findings, and corrective actions to leadership.
Collaborate with Operations to evaluate field safety performance and provide coaching for improvement.
Proactively engage with clients on HSE matters and represent the company’s commitment to safety.
Recommend strategic improvements, new prevention measures, and safety enhancements across departments.
Assist in hiring, onboarding, and scheduling safety-related training for new employees.
Drive continuous improvement initiatives aligned with company core values.
Other duties as assigned.
Requirements:
Be qualified to recognize safety hazards.
Have the authority to take corrective action.
Hold current certifications in First Aid, CPR, and AED.
Possess a current OSHA 30-Hour Construction card, updated every two (2) years through an approved EHS training vendor.
A degree in safety or related field, OR a minimum of five (5) years of full-time construction safety management experience.
Hold at least one of the following safety certifications: ASP or GSP, CHST, CSP
Preferred additional certifications: OHST, CSHO, COSS/COSM.
Valid US driver’s license and strong driving safety record (no more than 2 moving violations in previous 3 years).
Acceptable background check, clear of DWI convictions, for the last 5 years.
Foster teamwork and collaboration within and between department(s).
Qualifications:
Verifiable history of leadership in safety performance improvement.
Strong knowledge of construction safety standards and regulatory compliance.
Electrical knowledge including LOTO procedures and electrical hazard recognition (including hazards related to company equipment/units).
Valid driver’s license with exemplary driving record.
Strong work ethic, reliability, and punctuality.
Effective written and verbal communication skills.
Excellent team leadership and coaching abilities.
Ability to influence behavioral change through persuasive leadership.
Strong interpersonal skills; ability to work with diverse personalities.
Demonstrated ability to design policies and procedures that reduce incident rates.
Advocate of safe work practices and company core values.
Takes pride in quality of work and continuously drives safety culture improvements.
Ability to respond effectively to customer-based inquiries and complaints in a professional manner.
Ability to perform basic mathematical calculations necessary for reporting, trend analysis, and compliance documentation.

Ability to apply logical thinking to a wide range of safety and operational challenges. Capable of managing abstract and concrete variables and making sound, data-driven decisions.
Supervisory Responsibility:
This role requires the ability to influence behavior change through leadership, coaching, and persuasion rather than direct authority. The HSE Manager may support hiring, training, and mentoring employees in safety-related functions.
