Job Summary: - The Project Safety Officer is responsible for developing, implementing, and monitoring safety programs, procedures, and guidelines to ensure a safe and compliant construction site. The role involves conducting regular safety inspections, identifying potential hazards and risks, and implementing mitigation measures to prevent accidents and incidents during project execution. The Safety Officer works closely with project teams, contractors, and security personnel to enforce safety standards and maintain overall site safety operations. The position also ensures compliance with regulatory requirements by coordinating with the Department of Labor and Employment (DOLE) and submitting mandated occupational safety and health reports. The Safety Officer must establishes emergency preparedness and response programs, conducts safety drills, and continuously monitors safety performance throughout the construction lifecycle. Duties and Responsibilities:

Prepare safety programs, procedures & guidelines for the construction site

Implement & assess effectiveness of safety program, procedure & guidelines by conducting safety inspection of all works in the construction sites

Issue non-conformance report to non-compliant group of personnel

Coordinate with the security personnel regarding the manning and areas of their assignments inside site premises to ensure overall security operations in the site.

Collaborate with other Safety Officers of trade contractors in the creation of safety committee and monitoring of safety program, procedures and guidelines for the construction site

Coordinate with DOLE process and submission of Construction Safety & Health Program application and/or other Bureau of Working Conditions programs & events

Submit regular reports to DOLE-BWC such as not limited to Employer’s Work Accident Illness Report (WAIR), Annual Work Accident/Illness Exposure Data Report (AEDR), Annual Medical Report (AMR) and Occupational Safety and Health (OSH) Committee Report as mandated by Republic Act 11058 and its IRR

Identify project safety requirements, risk and hazards

Prepare mitigation plan to arrest potential risk and hazards

Address potential safety risk during the course of construction

Establish an Emergency Preparedness & Response program and conduct drills to prepare project sites disasters and emergencies.

Develop Aspect hazard Analysis prior to start of construction and update regularly as the construction progresses. Qualifications:

Bachelor’s degree in Engineering, Architecture, or any related field

Must have completed 40-hour Construction Occupational Safety and Health (COSH) Training with valid certification

Has a minimum of 3 years experience in construction industry, preferably with exposure to construction site safety management.

Knowledgeable in construction safety regulations, safety inspections, and hazard identification

Knowledgeable in preparing and submitting safety reports required by Department of Labor and Employment

Familiar with Construction Safety and Health Program (CSHP) implementation and compliance

Preferably trained in First Aid and Basic Life Support (BLS)

Experienced in incident investigation, safety audits, and risk assessment

Ability to conduct safety orientations, toolbox meetings, and safety training for workers and site personnel

Strong communication, leadership, documentation skills, and interpersonal skills.
