Description
We are looking for an experienced Proposal Manager to join our team and guide us through crafting proposals that exceed our clients' and partners' expectations.
As a Proposal Manager at Coforma, you'll be responsible for managing activities associated with the development of proposals in response to government solicitations. You'll set and manage proposal schedules, resources, and progress monitoring and will work independently to develop proposal outlines, compliance matrices, and proposal schedules, as well as provide direction to cross-functional teams assigned to work on proposal efforts (this includes but is not limited to: proposal artifacts development, kick-off and proposal presentations, Slack channel creation, data call management, content creation, artifact/file management, color team review, facilitation, and management, etc.)
Prior experience managing proposals in the federal government contracting space is required, and the ideal candidate will have a background in digital technology and design services. You will lead the development of proposals within Coforma's focus areas (Healthcare, Public Interest, and Veterans Services) in the commercial and government sectors and will take responsibility for the overall development, maintenance, and execution of proposal development plans, including the day-to-day focus, prioritization, and leadership of internal and external teams to deliver compliant, compelling, and winning proposals. This involves leading and coordinating the proposal response by preparing high-quality, complex, compelling, and compliant written responses, presentations, and/or technical challenges according to solicitation requirements in a deadline-driven environment.

$93,840 to $122,400 Annual Salary + Benefits + Growth Potential
Placement within this range will be based on the competency level of the candidate. An offer will be made at one of the following tiers:
Tier 1 - $93,840: Meets minimum qualification and experience requirements. Beyond onboarding, will need additional guidance and training to perform key responsibilities of the role.
Tier 2 - $108,120: Experienced and fully competent. Will be able to independently perform key responsibilities of the role once onboarding is completed.
Tier 3 - $122,400:Highly experienced and can perform all responsibilities of the role at a higher level than expected once onboarding is completed.
To honor our company-wide equitable pay system, the posted salary range and corresponding tier salaries are non-negotiable.
This is a US-based remote position open to applicants in select states listed below. Some travel will be required.

What You'll Do (Key Responsibilities)
Lead the entire proposal process from pre-RFP to submission (including developing proposal schedules, compliance matrices, annotated outlines, win themes, etc.) and develop compliant, competitive, and compelling proposals through effective collaboration with internal staff, external partners/teammates, consultants, and supporting vendors
Perform detailed analysis of RFI/RFQ/RFP requirements and actively collaborate with writers on all proposal content by utilizing the proposal library conducting and conducting subject matter expert (SME) interviews as needed
Collaborate closely with our MarComms and Design teams to understand and assure proposal alignment with Coforma's messaging pillars, voice and tone, style, and style guides
Draft and edit compliant templates and documents in response to RFIs, RFPs, sources sought, white papers, requests for capabilities statements, etc. (must be able to refine content provided by section authors as needed)
Lead non-traditional proposals such as oral presentations and technical challenges
Issue and track data calls of teammates and supporting partners and coordinate with other involved departments to achieve proposal objectives in a timely manner, remaining current on all amendments and modifications in the process
Prepare and lead efficient proposal kickoff meetings, color review meetings, stand-up calls, solutions sessions, etc.
Work with SMEs to build out content repositories to create efficiencies in proposal development
Document proposal debriefs, conduct proposal lessons learned, and implement actions to improve process efficiency and content improvement
Conduct compliance checks, facilitate proposal reviews, and provide related process training and guidance to proposal teams
Study industry best practices on proposal writing and engage with company mentors to fine-tune the Coforma approach
In Your First 30 Days, You Will:
Complete new hire orientation training and meet with external counterparts and key stakeholders across the organization
Learn about the Growth Enablement Team's process for pursuing new opportunities and become familiar with the active pipeline
Shadow other members of the Growth team and familiarize yourself with Coforma standard operations procedures
After 60 Days:
Assume all core functional responsibilities of the role
Begin to manage proposal functions (schedules, resources, and progress monitoring, proposal outlines, compliance matrices, etc.)
Represent Coforma at industry conferences and events in a professional manner
After 90 Days:
Assume full responsibility and accountability for all functions associated with the role
Identify skills of knowledge gaps and establish a professional development plan for yourself
Who You Are and What You Know (Knowledge and Experience Requirements)
You have at least 4 years of proposal management experience including coordination, writing, editing, and production and have a clear history of building excellent proposal submissions and winning new business in the federal government and/or government contracting space
You have delivered examples of innovative process improvements to make the proposal creation process more efficient for everyone involved
You have excellent time management skills and the ability to manage overlapping projects to completion
You're a strong communicator (verbal, written, and/or through assistive tech) with the ability to thoughtfully write, review, and edit others' writing and ensure clarity, compliance, persuasiveness, and a unified voice across multiple contributors
You're proficient with G Suite (Google Drive, Docs, Sheets, Calendar, etc.) as well as other business systems such as Slack, Zoom, and Confluence
You have strong knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) and how they apply to proposals from a compliance perspective
You have experience managing proposals in the digital services landscape and a good understanding of human-centered design and product development methodologies
You're a full-time resident of the contiguous United States (must be legally authorized to work in the US now and in the future without sponsorship)
Preferred Qualifications and Experience:
Proposal Management Foundation and/or Practitioner certification from the Association of Proposal Management Professionals (APMP) or other proposal-related certification(s)
