POSITION SUMMARY
The Property Manager is responsible for the day-to-day management, operations, and administration of assigned public housing developments in compliance with all U.S. Department of Housing and Urban Development (HUD) regulations, Authority policies, and applicable federal, state, and local laws. This position serves as the primary point of contact for residents, ensuring high-quality housing services while maintaining occupancy, regulatory compliance, and a safe, well-maintained living environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Occupancy & Leasing
Manage the full leasing cycle including marketing, tenant selection, move-in orientation, lease execution, and move-out processing in accordance with HUD Admissions and Continued Occupancy Policy (ACOP).
Conduct annual and interim recertifications accurately and on time, ensuring income verification, household composition, and rent calculations comply with 24 CFR Part 5 and HUD guidelines.
Maintain occupancy rates at or above HUD standards and Authority targets; proactively minimize vacancy loss.
Process transfers, add-ons, and unit inspections to ensure appropriate unit assignments.
Resident Relations & Services
Serve as the primary liaison between residents and the Authority; respond promptly and professionally to resident inquiries, concerns, and complaints.
Enforce lease terms consistently and equitably; initiate and process lease violations, repayment agreements, and eviction proceedings in accordance with Authority policy and applicable law.
Foster a positive community environment; coordinate or facilitate resident meetings, community events, and self-sufficiency programs where applicable.
Connect residents with available supportive services, referrals, and community resources to promote housing stability.
Maintenance & Property Condition
Coordinate with the maintenance department to ensure timely completion of work orders and that properties are maintained in a safe, decent, and sanitary condition.
Conduct regular property inspections including unit inspections, common area walkthroughs, and UPCS-compliant inspections; document findings and ensure corrective actions are completed.
Process and manage approved vendor services, unit turnovers, and capital improvement coordination as assigned.
Financial Management
Monitor and manage development-level budgets; track expenditures and report variances to supervisor.
Collect rents and other charges; process deposits, pursue delinquent accounts, and maintain accurate financial records within the Authority's property management software.
Assist in preparation of annual operating budget inputs for assigned properties.
Compliance & Reporting
Ensure all property operations comply with HUD regulations, the Authority's Administrative Plans, ACOP, fair housing laws (Fair Housing Act, Section 504, ADA), and other applicable requirements.
Maintain accurate, complete, and organized resident files and property records in accordance with Authority record retention policies.
Prepare and submit required reports to supervisors and HUD as directed, including occupancy reports, inspection follow-ups, and lease-up data.
Support HUD REAC inspections, HUD monitoring reviews, and internal audits; assist in corrective action planning as needed.
Participate in PHAS performance monitoring and contribute to achieving High Performer designation.
Administrative & Other Duties
Maintain proficiency in the Authority's property management software.
Attend and participate in staff meetings, trainings, and professional development activities.
Represent the Authority in a professional manner in all interactions with residents, vendors, community partners, and the public.
Perform other duties as assigned by supervisor.
QUALIFICATIONS
Education
High school diploma or GED required. Associate's or Bachelor’s degree in Business Administration, Public Administration, Social Services, or a related field required
Equivalent combination of education and relevant experience may be considered.
Experience
Minimum of two (2) years of experience in property management, affordable housing, social services, or a closely related field.
Experience with HUD-assisted or public housing programs strongly preferred.
Prior experience with tenant recertifications, lease enforcement, or occupancy management preferred.
Knowledge, Skills & Abilities
Working knowledge of HUD public housing regulations (24 CFR Parts 5, 966, and 960), fair housing laws, and ACOP/Administrative Plan requirements.
Ability to read, interpret, and apply federal regulations, policies, and lease agreements.
Strong organizational skills with attention to detail and the ability to manage multiple priorities simultaneously.
Effective written and verbal communication skills; ability to communicate professionally with residents, staff, and external agencies.
Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with property management software preferred.
Ability to work independently and as part of a team in a fast-paced environment.
Demonstrated commitment to fair, consistent, and respectful treatment of all residents and applicants.
Licenses & Certifications
Valid driver's license and reliable transportation required.
Public Housing Manager (PHM) certification through NAHRO, PHADA, or equivalent preferred
Section 8 certification or equivalent preferred.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
Work is performed primarily in an office environment with regular outdoor property inspections. Employee must be able to walk properties, climb stairs, and navigate various housing environments in all weather conditions. Occasional lifting up to 25 pounds may be required. Regular local travel between Authority properties is expected. Some evening or weekend availability may be required for resident meetings or emergency situations.
