About the Position

This Position is ONLY Open to Montgomery County Government Employees:

Current Montgomery County Government employees;

Montgomery County employees who were affected by reduction-in-force and currently have RIF priority rights;

Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program (LOSAP); or

Active Project SEARCH Interns or former Montgomery County Government Customized Employment Public Interns, or Project SEARCH Interns within 24 months of completion of internship.

Please note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $83,556 to $127,535 based on the candidate’s qualifications and experience.

WHO WE ARE

The Montgomery County Ethics Commission was created to promote the public’s trust of County government through the independent administration, including enforcement, of laws designed to promote and ensure the impartiality of County employees, including elected officials, in the execution of their responsibilities. The Commission is comprised of five volunteer members, and it is supported by its Chief Counsel and Program Manager II. The staff office operates and manages the four primary programs on behalf of the Commission: financial disclosure, lobbying registration and activity reporting, outside employment approval, and ethics education. The Commission, with assistance from its staff office, provides ethics advice, legal interpretation, waivers, and general guidance as to the application and meaning of the ethics laws and regulations. While our staff office is small, we have a very robust footprint in the County government, and we have continuous and routine opportunity to work with colleagues at all levels of County government as well as with resident constituents.

WHO WE ARE LOOKING FOR

The Ethics Commission is currently seeking a Program Manager II to provide daily management of the four ethics programs, to give legal and technical support to the Chief Counsel, to act as the initial point of contact for constituent services, and to provide general ethics information to the public and County employees as needed. We are looking for someone with an ability to work with a variety of constituents on a broad range of issues, all with discretion and an eye towards customer service.

What You'll Be Doing

The Program Manager II provides an immense amount of support to the Commission, the Chief Counsel, and County residents and employees alike. This position is pivotal in a small organization like the Ethics Commission, and the impact the ideal candidate will make can impact the County government in an outsized way.

Daily management of all four ethics compliance programs.

Provides legal, administrative and technical support to Chief Counsel and Staff Director.

Initial point of contact for all incoming communications.

Technical support to all level of end users in operation of electronic systems.

Provides review of correspondence between the staff office and constituents.

Develops and manages program improvement projects, develops and maintains program operational manuals, and manages all related relationships.

Collaborates with Chief Counsel on official correspondence and legal drafting from the Commission to constituents.

Provides legal drafting assistance to County employees in official submissions to the Commission.

Primary administrative support in budget preparation; contract monitoring and administration; personnel administration; liaison with other departments/agencies; research on special projects including analysis of complex data and report writing; accounting controls; office automation needs; records management; data management, including website operation; and office procedural manuals.

Minimum Qualifications

Experience: Considerable (5 years) experience in managing and operating data collection, data reporting and/or compliance programs mandated by law. Supervisory experience may be required, depending upon the position assignment.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Medical exam protocol: This position requires completion of a pre-employment medical history form to assess your ability to safely perform the essential duties of the role.

Preferred Criteria, Interview Preferences

We will use interview preference criteria:

Experience in managing compliance programs involving data collection and reporting including development, implementation, management and evaluation of such programs.

Moderate experience (3 years) in a legal setting or supporting operations in regulated settings with policy and legal compliance components.

Experience in preparation and development of program requirements, operational manuals, policies and procedures, and creating reports and reporting systems on program operation, all in accordance with mandates of law and program objectives.

Experience in planning and coordinating the administrative activities of an organization with complex responsibilities, evaluating the effectiveness of administrative functions, and creating new written procedures and operational manuals.

Experience in legal case management, communication, and organization.

Experience managing an office website and following and administering procedures mandated by law and regulation.
