The Resident Engineer / Construction Manager is responsible for the on-site and overall delivery of complex infrastructure and transportation construction projects. This role provides technical leadership, contract administration, quality assurance, schedule and cost control, and stakeholder coordination throughout all phases of construction. The position serves as the Owner’s or Agency’s representative, ensuring projects are executed safely, in compliance with contract documents, regulatory requirements, and industry standards, while meeting schedule and budget objectives.
Key Responsibilities Construction Oversight & Project Delivery
Serve as Resident Engineer or Construction Manager for civil, structural, rail, transit, roadway, utility, systems, and facility improvement projects ranging from small capital works to large, multi-million-dollar programs.
Provide day-to-day construction oversight, including field engineering, inspection, and coordination of contractors, subcontractors, and third-party utilities.
Ensure construction activities comply with approved plans, specifications, permits, codes, agency standards, and safety requirements.
Contract Administration & Controls
Administer construction contracts, including review and processing of submittals, RFIs, change orders, claims, progress payments, and time extensions.
Monitor and control project schedules using CPM tools; identify risks, delays, and mitigation strategies.
Track project costs, forecasts, and budgets; support payment estimates and financial reporting.
Quality Assurance & Safety
Implement and enforce Quality Assurance/Quality Control (QA/QC) programs to ensure workmanship and materials meet contract requirements.
Conduct inspections, audits, and deficiency tracking; ensure corrective actions are implemented.
Promote and enforce construction safety programs and regulatory compliance (OSHA and agency-specific standards).
Stakeholder & Agency Coordination
Coordinate closely with public agencies, transit authorities, municipalities, utilities, regulatory bodies, and private stakeholders.
Support community outreach and public communication related to construction impacts.
Facilitate coordination with designers, operations staff, inspectors, and maintenance teams to resolve field issues efficiently.
Technical & Engineering Support
Provide technical review and constructability input on work plans, shop drawings, schedules, and staging plans.
Support complex construction activities such as rail systems, signaling, traction power, electrical systems, bridge rehabilitation, roadway improvements, and station/facility upgrades.
Assist with commissioning, testing, and closeout activities, including as-built documentation and final acceptance.
Leadership & Mentorship
Lead and mentor field staff, inspectors, and junior engineers.
Coordinate multi-disciplinary teams across public and private entities to achieve project objectives.
Required Qualifications/Education
Bachelor’s degree in Civil Engineering, Construction Management, or a related engineering discipline is required.
Master’s degree is preferred for senior-level assignments.
Experience
Minimum 8–10 years of progressive experience in construction management, resident engineering, or construction inspection roles.
Demonstrated experience delivering transportation, transit, rail, roadway, utility, bridge, and infrastructure projects for public agencies or owners.
Experience working on active facilities while maintaining operations (e.g., rail, roadway, airport, or transit systems) is highly desirable.
Licenses & Certifications (Preferred / Role-Dependent)
Professional Engineer (PE) license (state-specific, as applicable).
OSHA 30-Hour Certification.
Relevant technical certifications (e.g., ACI Concrete Field Testing, electrical or systems certifications).
Technical Skills & Tools
Proficiency with construction management and documentation software such as Procore, Aconex, PlanGrid, Bluebeam Revu, Primavera P6, Microsoft Project, AutoCAD, and GIS platforms.
Strong working knowledge of CPM scheduling, cost control, and contract administration processes.
Ability to review and interpret complex engineering drawings, specifications, and construction sequencing plans.
