About the Job:
Under the direction of the Real Property Manager, assist in the planning, development, coordination and implementation of projects relating to all aspects of real property. Work is reviewed for effectiveness through reports, projects and results obtained. Responsibilities also include overseeing a variety of independent negotiations/acquisitions, contract firms and consultants.

ILLUSTRATIVE EXAMPLES OF WORK
Supervise and participate in the selection of and negotiation for property rights conveyances and in the review, identification and marketing of surplus property.
Oversee property management functions, including lease negotiation, property marketing, revenue collection, public notifications and the management of established tenants.
Supervise and participate in right of way acquisition projects for roads and utility corridors and in the property vacation process as outlined in state law and city ordinances and regulations. Assist in selecting contractors, cost estimation and negotiations strategies.
Provide information to agencies and citizens regarding city related real property issues; assist and advise other departments on real property issues.
Establish valuation estimates and just compensation for real property.
Interpret, prepare and supervise the preparation of legal documents and legal descriptions.
Assist the Real Property Manager in a variety of other real property functions.
Perform related work and special projects as assigned.
Education & Experience
A combination of education and related experience may substitute for education requirements.
Bachelor's Degree in Business, Pre-Law or a related field and/or an advanced degree in Business Administration, Law or related field.
2 years experience in real estate or right of way acquisitions and
State of Washington Limited Practice Officer designation.
Any of the following are preferred: Notary Public, Certified Review Appraiser, and/or at least one of the following IRWA designations: Right of Way Agent, Right of Way Professional or Senior Right of Way Agent.

Benefit eligibility for the employee and eligible dependents begins the first day of the month following the employee's hire date. Premiums for Delta Dental and HMA Vision are paid by the City on behalf of the employee and eligible dependents. Premiums for Life, LTD, Accidental Death & Dismemberment coverage on behalf of the employee are paid by the City. Premiums for HMA Medical and Kaiser Medical coverage are shared by the employee.
An additional benefit is available through a Voluntary Life Insurance program for the employee, spouse, and children. The employee pays the premiums for this benefit.
It is mandatory that both the City and the employee pay into the Department of Retirement Systems for Washington State.
Three voluntary Deferred Compensation programs are available for employee participation.
A Flexible Spending Plan is available that allows you to make pre-tax contributions for Health Care reimbursement and/or Dependent Care reimbursement for those expenses not covered by medical.
