Description
This is routine, unskilled manual labor involving a wide variety of tasks requiring light to moderate manual labor.
Under immediate supervision of a higher-level officer or other field supervisor, work is assigned with specific instructions and checked for completion.
Duties and Responsibilities
Loads, unloads, or identifies building materials, machinery, or tools to distribute to the appropriate locations, according to project plans or specifications.
Operates, maintains, and up-keeps machinery safely and responsibly.
Assembles scaffolding or other pieces of equipment.
Operates and uses various tools and equipment to complete their tasks.
Operates pumps, compressors, or generators to provide power for tools, machinery, or equipment or to heat or move materials, such as asphalt.
Cleans, lubricates, or repairs machinery, equipment, or tools.
Digs ditches or trenches, back-fills excavations, or compacts and levels earth to grade specifications, using picks, shovels, pneumatic tampers, or rakes.
Sweeps and cleans docks, parks, buildings, slaughterhouses, and other public areas.
Cleans and flushes guts, streets, and places trash in bins or on trucks.
Cuts brush and grass and trims trees along streets and highways, and cleans docks, parks, buildings, slaughterhouses, and other public areas.

Performs other related work as required.
Minimum Qualifications
Six (6) months experience performing a variety of manual tasks.

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of materials, methods, and the tools involved in the construction or repair of buildings or other structures such as highways and roads.
Knowledge of machines and tools including their designs, uses, repair, and maintenance.
Skill in landscaping techniques.
Skill at unloading and loading materials from trucks, buildings, and other containment structures.
Ability to read and write.
Ability to understand and follow oral instructions.
Ability to quickly move your hand, your hand together with your arm, or your two hands to grasp, manipulate, or assemble objects.
Ability to exert maximum muscle force to lift, push, pull, or carry objects.
Ability to adjust the controls of a machine or a vehicle quickly and repeatedly to exact positions.
Ability to use special tools and equipment to complete daily assignments.
Ability to adapt to changing work conditions and priorities.
FACTOR 2- SUPERVISORY CONTROLS
Work is supervised by an immediate higher-level officer or other field supervisor. Adheres to established safety protocols and procedures to ensure a safe working environment. Assignments are of short duration and when completed are usually checked for completion.
FACTOR 3- GUIDELINES
Guidelines include federal and local rules and regulations, departmental policies, standard operating procedures, program manuals, and handbooks.
FACTOR 4- COMPLEXITY
Work is recurring in nature and involves a wide range of duties. Physical strength, hand eye coordination, and endurance is required for the use of tools and machinery such as blowtorches, lawnmowers, weed whackers, forklifts, levels, power drills, grinders, saws, jackhammers, pressure washers and water spraying equipment. Employees follow a standard operating procedure. Must use good judgment to make decisions requiring the application of procedures and practices to specific work situations.
FACTOR 5- SCOPE AND EFFECT
The purpose of work is to handle a variety of manual tasks and services to contribute to the effective day-to-day operations of an agency and efficiency of the GVI (Government of the Virgin Islands).

Contacts are supervisors, co-workers, and the general public.
FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to provide supplies and/or services to the department or agency and to ensure proper security, as well as effective and efficient implementation of the supplies and services rendered.
FACTOR 8- PHYSICAL DEMANDS
Work requires considerable manual labor involving physical strength, agility and endurance. Work includes walking, standing, stooping, bending, pushing, and lifting for extended periods of time.
FACTOR 9- WORK ENVIRONMENT
Work is mostly performed outdoors with exposure to dirt, dust, grease, unpleasant weather, hot and confined areas, loud noises, high voltage. Incumbent may be subject to burns, cuts, bruises, and electrical shock; he/she must use caution when climbing a ladder.
