Credence is seeking a Senior Engineering and Infrastructure Advisor (SEIA) to support the assigned post in Islamabad, Pakistan under the US Department of State Humanitarian Assistance Support Contract (HASC). This is a full-time, on-site contract opportunity.

The salary will be commensurate with an FSN 11 position within Pakistan (7,358,000 - 11,320,000 PKR). DUTIES AND RESPONSIBILTIES: Under the direction of a direct hire, the SEIA will perform the following duties: a.

Technical Engineering Resource and Backstop - 50% The SEIA provides support in developing and reviewing the overall DoS’s strategy for the implementation of substantive and major infrastructure projects; drafts and provides expertise in drafting concept papers, activity approval documents, implementation letters, agreements, and other obligation documents for the planning and designing of new infrastructure projects.

The SEIA reviews a variety of engineering design proposals, technical specifications, cost estimates, Invitations for Bid (IFB), bid evaluations, contracts, performance bonds, and disbursement documents to assure conformity with project agreements, implementation letters, contracts, regulations, good engineering practices, etc., and recommends approval/disapproval and/or changes as required.

The SEIA assists in reviewing and evaluating solicitation and proposal documents for engineering activities and procurements, such as information for bids (IFB), Annual Program Statements (APS) and requests for proposal (RFP). The SEIA participates with the host Government officials and consultants in pre-bid conferences, evaluations of bids, approval of awards, and in contract negotiations.

Thorough experience and knowledge of construction work, norms aspirations, capacities, etc., and in consultation with appropriate host government officials, the SEIA provides input for new project designs, such as technical descriptions and analyses, cost estimates, technical design criteria, implementation schemes and schedules, personnel and equipment requirements, training programs, institution improvement plans, and environmental examinations and assessments.

The SEIA will provide technical support to program managers to represent the Agency and/or the representative office at bid openings, evaluation and post award meetings.

Specific responsibilities for this position include but are not limited to: • Supports program managers/GOR in the planning, analysis, implementation and evaluation of engineering and infrastructure projects in support of the full range of foreign assistance objectives (governing justly and democratically, investing in people, economic growth, peace and stability, and humanitarian assistance). • Supports program managers/GOR in managing U.S.

Government resources, implementation teams, contractors and grantees to achieve specific program objectives and results consistent with overall U.S.

domestic and international rules, regulations, policies and laws.

• Supports the Office of the Coordinator of Economic and Development Assistance (ASSIST) in the project design and implementation of infrastructure and other construction projects.

Supports engineering and infrastructure activities by researching, reviewing and analyzing data, providing assistance and advice on engineering and infrastructure issues.

• Coordinates and manages strategies, policies, concepts, procedures, and guidelines for establishing infrastructure projects.

Analyzes technical constraints to engineering and infrastructure projects and recommends professional, sound courses of action.

• Coordinates program development, implementation, and performance monitoring plans.

Supports contracting activities for architecture and engineering, construction management and construction services, and monitors progress to ensure compliance with design and contract specifications, safety, and environmental standards.

• Coordinates assigned activities within the Department of State, and other USG agencies, other donors and governments, and the private sector.

• Performs a variety of duties related to special projects involving program issues that contain complex elements.

• Provides technical guidance to several areas of emphasis within the overall portfolio, e.g.

water and sanitation infrastructure, roads and transportation, energy, hospitals, clinics, schools and other public facilities, housing, etc.

• Provides cost estimates and determines project feasibility.

Supports project management activities, direction of construction, operation, and maintenance activities at the project sites.

• Assists in the preparation and presentation of engineering reports, such as bid requests, cost-benefit analyses, environmental impact statements, and feasibility studies.

• Serves as a technical resource in developing programs and operational plans for national, regional, and/or local service delivery objectives.

• Supports policy reform efforts that include but are not limited to: operation and maintenance, utility management and administration, cost recovery and sector commercialization.

• Acts in a diplomatic, professional, and respectable manner as a contractor to U.S.

Government in formal and informal settings.

Support GOR/project managers in project implementation - 30% The SEIA supports on major Agency infrastructure programs and projects, providing direct assistance to less experienced Activity Managers in the Agency, advising Mission, IP, and host government officials on policies, regulations, guidelines, and procedures regarding environmental assessments, engineering and other project implementation matters, procurements, sub-project selection criteria, construction standards, construction supervision, reports and disbursement; prepares or supervises the preparation of Initial Environmental Examinations (IEEs) and Environmental Assessments (EAs) in consultations with the Mission Environmental Officer, and continuously monitors compliance with rules and regulations; monitors host government and contractor compliance with program agreements and implementation schedules, USG directs contract requirements, USG-funded grants, fixed amount reimbursement agreement, and host-country contracts; and, detects problems and initiates required corrections, or advises host government, IP, and agency staff on actions required to resolve deficiencies.

Field Trips and Outreach - 20% The SEIA schedules and supports GOR/Program Manager in making field trips as required to monitor the performance of less experienced Agency engineering staff, observes project implementation progress, assures compliance with contracts, grant agreements and implementation letters, and assures proper oversight of contractor performance, assuring implementation problems are resolved quickly.

The SEIA prepares periodic and special program and project implementation, and other reports.

The SEIA assists USG leadership and visiting USG officials in public meetings, field trips, and discussions with host government officials and partner organizations.

As required, the SEIA directly coordinates and leads Congressional Delegations (CODELS) to project sites and interacts with senior host government and USG officials prior to and during these information-gathering visits.

SPECIAL KNOWLEDGE, EXPERIENCE AND EDUCATIONAL REQUIREMENTS: Candidates MUST be Citizens of Pakistan and able to work daily in Islamabad.

Education: A bachelor’s degree in civil engineering from a recognized and/or accredited University is required.

Certification: A Project Management Professional (PMP) certification from a recognized and/or accredited entity is preferred.

Prior Work Experience: A minimum of ten (10) years of progressively responsible, job-related, professional-level experience in infrastructure planning, design of programs/projects, project implementation, and monitoring and evaluation in a diverse U.S.

Government working environment is required.

This experience should include providing analysis and interpretation of engineering data, and presentation of findings in written form.

Language Proficiency: Level IV (fluent) English and Urdu language proficiency, speaking and writing is required.

Job Knowledge: The work requires in-depth professional knowledge of general engineering and construction principles, theories, concepts, and practices, as well as the ability to apply standard engineering practices, methods, and techniques in difficult environments in order to foster progress on general engineering programs/projects of broad scope, with substantial latitude for independent action.

Thorough knowledge of infrastructure program management in the U.S.

Government work environment is required.

Skills and Abilities: The work requires a high order of skill in communicating with others, clarity and conciseness of verbal expression, and persuasiveness in obtaining the cooperation of those whose efforts must be integrated and coordinated into successful completion of program/project implementation.
