Driver

Organizational Setting and Work Relationships

The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR s core values of professionalism, integrity and respect for diversity.

Duties

- Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.

- Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.

- Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.

- Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.

- Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.

- Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.

- Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.

- Ensures valid documentation for passengers, items or cargo in vehicle.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

- Perform other related duties as required.

Desired Candidate Profile • Possession of a Level 6 Jordanian driving license.

• Strong mechanical skills and ability to troubleshoot vehicle issues.

• Knowledge of the Northern governorates’ geography (Irbid, Jerash and Ajloun), including refugee camps and out of camps locations and access routes across those governorates

• Demonstrated ability to liaise effectively with external stakeholders to facilitate and expedite administrative processes, ensuring compliance with regulations and timely resolution of issues.

• Proven experience in supporting scheduling, booking and fleet management.

• Fluency in Arabic is essential and a good command of English language.

Operational context

Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

The Driver operates under the direct supervision of the Assistant Field Officer within the Field Unit Irbid. While the primary responsibility is to provide transportation services, the incumbent is also responsible for the proper upkeep and basic maintenance of the assigned UNHCR vehicle(s). This role requires strict adherence to UNHCR safety and security protocols and may involve limited interaction with external service providers. The Driver plays a crucial role in supporting UNHCR field operations and will support basic administrative tasks related to the functioning of the Field Unit and fleet management.

The Field Unit of Irbid oversees the response to 80,000 refugees living in Irbid, Jerash, Ajloun governorates with the support of the Sub-Office of Mafraq to whom the FU is reporting to. Therefore, frequent movements in those governorates are expected. The position requires client and result orientation. The position requires the ability to understand clients’ needs and ensure overall provision of quality service.

Living and Working Conditions:

Irbid: Irbid Governorate in Jordan is 90 kms NW from the capital Amman. With a population of just under 2 million Irbid is Jordan’s second largest city. Irbid is categorized as (B) duty station.

Accommodation average rent at Irbid Governorate can range between 300 USD a month for unfurnished apartments to 750 USD a month for a fully furnished 3 bedrooms apartment.

Irbid tends to have a Mediterranean climate; summers are mildly hot. winters are usually cool and wet, starts around the end of November and continues until mid-March, there is occasional snowfall.

International schools are not available in Irbid, most of the available schools are governmental with few privet Arabic schools. All private schools in Irbid are fee-paying and study is mostly in Arabic. Fees varies between 600- 4,900 USD a year. The admission procedures for all schools are quite simple.

Advanced medical services are available in Irbid. However, critical medical situation treatment is referred to Amman. UNHCR has signed a frame agreement with Irbid Specialty Hospital to treat UNHCR patients and their dependents when the need be.
